| 1 | | HOUSE JOINT RESOLUTION
| 2 | | WHEREAS, According to both the United States Environmental | 3 | | Protection Agency and Centers for Disease Control and | 4 | | Prevention, there is no safe level of exposure to lead; and | 5 | | WHEREAS, Illinois has a large number of older homes and | 6 | | more lead service lines than any other state; and | 7 | | WHEREAS, More than 170 public water systems in Illinois | 8 | | serving approximately 700,000 people have exceeded federal | 9 | | lead standards during at least one year since 2004, and 9 water | 10 | | systems in the Chicago area have exceeded federal lead | 11 | | standards at least twice since 2004, including municipalities | 12 | | in Cook, DuPage, and Lake Counties; and | 13 | | WHEREAS, One in every 10 Illinois water systems has found | 14 | | lead levels exceeding 40 parts per billion - a level the EPA | 15 | | has noted poses an imminent and substantial threat to the | 16 | | health of children and pregnant women - in at least one home | 17 | | between 2011 and 2015; and | 18 | | WHEREAS, Illinois water systems that have reported lead | 19 | | levels higher than 40 parts per billion since 2011 include, but | 20 | | are not limited to, the University of Illinois at | 21 | | Urbana-Champaign, Northern Illinois University in DeKalb, |

| 1 | | Eastern Illinois University in Charleston, the Stateville | 2 | | Correction Center near Joliet, and the Illinois Youth Center | 3 | | near St. Charles; therefore, be it | 4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 5 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 6 | | SENATE CONCURRING HEREIN, that the Illinois Environmental | 7 | | Protection Agency, in coordination with the Department of | 8 | | Public Health, shall conduct a study of lead in Illinois | 9 | | drinking water describing the chemical and human health impacts | 10 | | of lead in Illinois piped water supplies; and be it further
| 11 | | RESOLVED, That in conducting this study the Agency shall | 12 | | monitor actual lead levels, measured in parts per billion, in a | 13 | | wide variety of supplies of Illinois piped water; monitoring | 14 | | efforts shall concentrate on, but shall not be limited to, | 15 | | Illinois public water systems where lead test results have | 16 | | exceeded U.S. Environmental Protection Agency lead standards | 17 | | in at least one year since 2004; and be it further
| 18 | | RESOLVED, That each component of this study shall delineate | 19 | | the number of samples that made up each data set, and shall | 20 | | list the municipality or other unit of local government that | 21 | | describes the water system from which each sample was taken; | 22 | | and be it further |

| 1 | | RESOLVED, That all results from this lead monitoring shall | 2 | | be public documents and shall be published online on the | 3 | | Agency's official website on a weekly basis; and be it further | 4 | | RESOLVED, That the Agency shall deliver a preliminary | 5 | | report, listing the water systems where testing is taking place | 6 | | to the Governor, the Speaker of the House of Representatives, | 7 | | the President of the Senate, the Minority Leader of the House | 8 | | of Representatives, and the Minority Leader of the Senate by | 9 | | September 1, 2016; the report shall be published online on the | 10 | | Agency's official website no later than September 1, 2016; and | 11 | | be it further | 12 | | RESOLVED, That the Agency shall deliver a final report, | 13 | | summarizing its test results and making policy recommendations | 14 | | to the Governor, the Speaker of the House of Representatives, | 15 | | the President of the Senate, the Minority Leader of the House | 16 | | of Representatives, and the Minority Leader of the Senate by | 17 | | January 1, 2017; the report shall be published online on the | 18 | | Agency's official website no later than January 1, 2017; and be | 19 | | it further | 20 | | RESOLVED, That the study shall begin immediately upon | 21 | | adoption of this resolution.
