| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to commend State Representative Lou Lang | 4 | | on his service to the State of Illinois and the people of the | 5 | | 16th District; and
| 6 | | WHEREAS, Throughout his career, Representative Lang was | 7 | | committed to education funding and property tax reduction; he | 8 | | has supported increases in the minimum wage, opposed efforts to | 9 | | weaken worker compensation laws, and won a seven percent | 10 | | property tax assessment cap for Cook County homeowners; in | 11 | | 2009, he co-sponsored Illinois's marriage equality law, and, in | 12 | | 2017, he co-sponsored HB40, legislation that protects women's | 13 | | reproductive rights; on May 30, 2018, Illinois succeeded in | 14 | | ratifying the Equal Rights Amendment; after 25 years of | 15 | | unsuccessful attempts at ratification, Lang, House Chief | 16 | | Sponsor of the ERA, was celebrated as Illinois became the 37th | 17 | | state to ratify; and
| 18 | | WHEREAS, Representative Lang has been a leader on mental | 19 | | health reform for 30 years; he championed several major bills | 20 | | dealing with mental health and healthcare reform, including as | 21 | | Chief Sponsor of HB1, a bill legalizing Medical Cannabis in | 22 | | Illinois; as the national opioid crisis increasingly worsened, | 23 | | he was the Chief Sponsor of the Heroin Crisis Act, a bill used |

| 1 | | as a national model for battling the Heroin epidemic; in 2017, | 2 | | he was the Chief Sponsor of HR 378, a resolution elevating | 3 | | awareness for maternal mental health; he both authored and was | 4 | | the Chief Sponsor of SB1707, which was dubbed the strongest | 5 | | mental health parity law in the nation; and
| 6 | | WHEREAS, Representative Lang was considered the resident | 7 | | expert in Springfield on all issues regarding gaming; for many | 8 | | years, he was a member of the Joint Committee on Administrative | 9 | | Rules and the Ethics Committee, which he also chaired; he | 10 | | chaired the Jewish Caucus; he has a long history of mentoring | 11 | | freshmen in the House, as well as helping political candidates | 12 | | throughout the State; and
| 13 | | WHEREAS, Representative Lang is the Niles Township | 14 | | Democrats Committeeman, a position he's held for over a decade; | 15 | | he is also on the Executive Board of the Cook County Democratic | 16 | | Party; therefore, be it
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 18 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 19 | | we commend State Representative Lou Lang on his distinguished | 20 | | service to the State of Illinois and the people of the 16th | 21 | | District; and be it further
