| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of William Mitchell Biscomb of Crystal Lake, | 4 | | who passed away on February 10, 2016; and
| 5 | | WHEREAS, William Biscomb was born on February 19, 1941 in | 6 | | Ishpeming, Michigan; his parents were Harry and Lois (nee | 7 | | Mitchell) Biscomb; and
| 8 | | WHEREAS, William Biscomb graduated from Northern Michigan | 9 | | University with a degree in Business Administration in 1963; | 10 | | and
| 11 | | WHEREAS, William Biscomb worked for the Social Security | 12 | | Administration from 1968 until his retirement in 2004; he | 13 | | served as the branch manager of the Woodstock Social Security | 14 | | office for the last 31 years of his career; and | 15 | | WHEREAS, William Biscomb was a member of the Woodstock | 16 | | Rotary Club, where he served as President from 1990-1991; in | 17 | | 1992, he was named Rotarian of the Year; he was a past | 18 | | President of the Church Council for St. Paul's UCC Church; he | 19 | | also served as a board member for the Illinois Agency on Aging | 20 | | and as President of the Board for the Four Colonies | 21 | | Condominiums; and

| 1 | | WHEREAS, William Biscomb is preceded in death by his | 2 | | sister, Mary Ann Anderson, and his parents; and
| 3 | | WHEREAS, William Biscomb is survived by his wife, Barbara | 4 | | (nee Wyse) Biscomb; his daughters, Kelly (Lance) Burmeister and | 5 | | Renee Christianson; his grandsons, Dane and Kyle Burmeister; | 6 | | and his brother-in-law, John Anderson; therefore, be it
| 7 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 8 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | 9 | | family and friends, mourn the passing of William Mitchell | 10 | | Biscomb; and be it further
| 11 | | RESOLVED, That a suitable copy of this resolution be | 12 | | presented to the family of William Biscomb as an expression of | 13 | | our sympathy.
