| 2 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 3 | | ASSEMBLY OF THE STATE OF ILLINOIS, that the Rules of the Senate | 4 | | of the 101st General Assembly are amended by adding Article | 5 | | XIII as follows:

| 7 | | SESSION DURING TIMES OF PESTILENCE OR PUBLIC DANGER
| 8 | | (Senate Rule 13-1 new)
| 9 | | 13-1. Applicability and construction. The meetings and | 10 | | actions of the Senate, including
all of its committees, on | 11 | | session days where the President has declared times of | 12 | | pestilence or public danger shall be governed by the Senate | 13 | | Rules adopted by the Senate of the 101st General Assembly, | 14 | | together with the provisions contained in this Article. Where | 15 | | there is a conflict between the Senate Rules adopted by the | 16 | | Senate of the 101st General Assembly and the provisions | 17 | | contained in this Article, the provisions contained in this | 18 | | Article shall be controlling.

| 1 | | (a) The Presiding Officer shall designate a process for the | 2 | | public to observe the meetings and actions of the Senate, | 3 | | including
all of its committees, via video or other electronic | 4 | | means. | 5 | | (b) The Presiding Officer shall designate a process for the | 6 | | committees of the Senate to receive testimony from members of | 7 | | the public via electronic means.

| 9 | | 13-3. Floor debate and personal privilege. | 10 | | (a) Prior to floor debate, the President, in consultation | 11 | | with the Minority Leader, may establish the total number of | 12 | | speakers and number of speakers for each caucus who shall be | 13 | | recognized for debate for any legislative measure. If such a | 14 | | debate protocol is established, then the Presiding Officer | 15 | | shall announce prior to debate: (1) the total number of | 16 | | speakers; (2) number of speakers for each caucus; and (3) the | 17 | | member designated as floor manager by the respective caucus | 18 | | leader to manage the number of speakers for that caucus. | 19 | | (b) Members may not introduce guests or make points of | 20 | | personal privilege during session covered by this Article.

| 22 | | 13-4. Verification of attendance. | 23 | | (a) At the beginning of each day of session covered by this | 24 | | Article, the President, or his or her designee, and the |

| 1 | | Minority Leader, or his or her designee, shall provide to the | 2 | | Secretary the names of those members of his or her respective | 3 | | caucus who are excused from attendance for that day. All | 4 | | members not so excused or participating remotely under Rule | 5 | | 4-1(e) shall be counted as present for the purposes of | 6 | | determining a quorum or voting in the Senate or its committees. | 7 | | (b) The name of any member not already excused from | 8 | | attendance for a session day covered by this Article who leaves | 9 | | the State Capitol prior to adjournment of the session for that | 10 | | day shall be added to names of those members of that caucus who | 11 | | are excused from attendance for that day, and his or her name | 12 | | shall be provided by the President, or his or her designee, or | 13 | | the Minority Leader, or his or her designee, as the case may | 14 | | be, to the Secretary. Once a member's name has been provided to | 15 | | the Secretary under this paragraph, that member shall not be | 16 | | counted as present for the purposes of determining a quorum or | 17 | | voting in the Senate or its committees for the remainder of | 18 | | that day or until that member's presence is reestablished under | 19 | | subsection (c). | 20 | | (c) If a member who has left the State Capitol as described | 21 | | in paragraph (b) returns prior to adjournment of a session day | 22 | | covered by this Article, his or her name shall be provided by | 23 | | the President, or his or her designee, or the Minority Leader, | 24 | | or his or her designee, as the case may be, to the Secretary | 25 | | who shall remove it from the names of those members of that | 26 | | caucus who are excused from attendance for that day. | 1 | | member's name has been provided to the Secretary under this | 2 | | paragraph, that member shall be counted as present for the | 3 | | purposes of determining a quorum or voting in the Senate or its | 4 | | committees. | 5 | | (d) If a member who was excused from attendance as | 6 | | described in paragraph (a) thereafter arrives at the State | 7 | | Capitol prior to adjournment of session covered by this Article | 8 | | for that day, his or her name shall be provided by the | 9 | | President, or his or her designee, or the Minority Leader, or | 10 | | his or her designee, as the case may be, to the Secretary who | 11 | | shall remove it from the names of those members of that caucus | 12 | | who are excused from attendance for that day. Once a member's | 13 | | name has been provided to the Secretary under this paragraph, | 14 | | that member shall be counted as present for the purposes of | 15 | | determining a quorum or voting in the Senate or its committees. | 16 | | (e) No Senator may request verification of the results of | 17 | | any roll call in the Senate or its committees during the | 18 | | session covered by this Article.
