Amends the Public Community College Act. Provides that various petitions and filings must be filed with the county clerk or the county board of election commissioners, as the case may be, of the county in which the principal office of the community college board is located, rather than the secretary of the board of trustees. Makes conforming changes.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Public Community College Act is amended by | 5 | | changing Section 3-7.10 as follows:
| 6 | | (110 ILCS 805/3-7.10) (from Ch. 122, par. 103-7.10)
| 7 | | Sec. 3-7.10.
Nominations for members of the board shall be | 8 | | made by a petition
signed by at least 50 voters or 10% of the | 9 | | voters, whichever is less, residing
within the district and | 10 | | shall be filed with the county clerk or the county board of | 11 | | election commissioners, as the case may be, of the county in | 12 | | which the principal office of the community college board is | 13 | | located secretary of the board .
In addition to the requirements | 14 | | of the general election law, the form
of such petitions shall | 15 | | be substantially as follows:

clerk , if filing with a | 12 | | county board of election commissioners, showing that the | 13 | | candidate has filed a statement of economic interests
as | 14 | | required by the Illinois Governmental Ethics Act. Such receipt | 15 | | shall
be so filed either previously during the calendar year in | 16 | | which his nomination
papers were filed or within the period for | 17 | | the filing of nomination papers
in accordance with the general | 18 | | election law.
| 19 | | The county clerk or the county board of election | 20 | | commissioners, as the case may be, of the county in which the | 21 | | principal office of the community college board is located | 22 | | secretary of the board shall notify each candidate, or the | 23 | | appropriate
committee, for whom a petition for nomination has | 24 | | been filed of their
obligations under the Campaign Financing | 25 | | Act, as required by the general

| 1 | | be given on a form prescribed by the State
Board of Elections | 2 | | and in accordance with the requirements of the general
election | 3 | | law.
| 4 | | All petitions for the nomination of members of a board of | 5 | | trustees shall
be filed with the county clerk or the county | 6 | | board of election commissioners, as the case may be, of the | 7 | | county in which the principal office of the community college | 8 | | board is located secretary of the board within the time | 9 | | provided for
by the general election law. Said county clerk or | 10 | | board of election commissioners secretary shall make | 11 | | certification to
the proper election authority in accordance | 12 | | with the requirements of the
general election law. If the | 13 | | secretary is an incumbent board member seeking
reelection, a | 14 | | disinterested person must be a witness to the filing of his
| 15 | | petition. It is the duty of the county clerk or board of | 16 | | election commissioners, as the case may be, secretary to | 17 | | provide candidates with petition
forms and statements of | 18 | | candidacy.
| 19 | | The county clerk or board of election commissioners, as the | 20 | | case may be, secretary shall within 7 days of filing or on the
| 21 | | last day for filing, whichever is earlier, acknowledge to the | 22 | | petitioner
in writing his or its acceptance of the petition.
| 23 | | In all newly organized districts the petition for the | 24 | | nomination of
candidates for members of the board at the first | 25 | | election shall be addressed
to and filed with the regional | 26 | | superintendent in the manner specified for the

| 1 | | candidates of a community college board. For such election the
| 2 | | regional superintendent shall fulfill all duties otherwise | 3 | | assigned to the
secretary of the board.
