| 1 | | AN ACT concerning education.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. This Act may be referred to as the Beyond | 5 | | Charity Law. | 6 | | Section 5. The School Code is amended by adding Sections | 7 | | 10-20.75 and 34-18.67 as follows: | 8 | | (105 ILCS 5/10-20.75 new) | 9 | | Sec. 10-20.75. Identification cards; suicide prevention | 10 | | information. Each school district that serves pupils in any of | 11 | | grades 6 through 12 and that issues an identification card to | 12 | | pupils in any of grades 6 through 12 shall provide contact | 13 | | information for the National Suicide Prevention Lifeline | 14 | | (988), the Crisis Text Line, and either the Safe2Help Illinois | 15 | | helpline or a local suicide prevention hotline or both on the | 16 | | identification card. The contact information shall identify | 17 | | each helpline that may be contacted through text messaging. | 18 | | The contact information shall be included in the school's | 19 | | student handbook and also the student planner if a student | 20 | | planner is custom printed by the school for distribution to | 21 | | pupils in any of grades 6 through 12. |

To raise mental health awareness on | 18 | | college campuses, each public college or university must do | 19 | | all of the following: | 20 | | (1) Develop and implement an annual student | 21 | | orientation session aimed at raising awareness about | 22 | | mental health conditions. | 23 | | (2) Assess courses and seminars available to students | 24 | | through their regular academic experiences and implement |

| 1 | | mental health awareness curricula if opportunities for | 2 | | integration exist. | 3 | | (3) Create and feature a page on its website or mobile | 4 | | application with information dedicated solely to the | 5 | | mental health resources available to students at the | 6 | | public college or university and in the surrounding | 7 | | community. | 8 | | (4) Distribute messages related to mental health | 9 | | resources that encourage help-seeking behavior through the | 10 | | online learning platform of the public college or | 11 | | university during high stress periods of the academic | 12 | | year, including, but not limited to, midterm or final | 13 | | examinations. These stigma-reducing strategies must be | 14 | | based on documented best practices. | 15 | | (5) Three years after the effective date of this Act, | 16 | | implement an online screening tool to raise awareness and | 17 | | establish a mechanism to link or refer students of the | 18 | | public college or university to services. Screenings and | 19 | | resources must be available year round for students and, | 20 | | at a minimum, must (i) include validated screening tools | 21 | | for depression, an anxiety disorder, an eating disorder, | 22 | | substance use, alcohol-use disorder, post-traumatic stress | 23 | | disorder, and bipolar disorder, (ii) provide resources for | 24 | | immediate connection to services, if indicated, including | 25 | | emergency resources, (iii) provide general information | 26 | | about all mental health-related resources available to |

| 1 | | students of the public college or university, and (iv) | 2 | | function anonymously. | 3 | | (6) At least once per term and at times of high | 4 | | academic stress, including midterm or final examinations, | 5 | | provide students information regarding online screenings | 6 | | and resources.
| 7 | | (7) Provide contact information for the National | 8 | | Suicide Prevention Lifeline (988), the Crisis Text Line, | 9 | | and a local suicide prevention hotline on each student | 10 | | identification card issued by the public college or | 11 | | university if the public college or university issues | 12 | | student identification cards.
