| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, Medicaid coverage provides access for many to | 3 | | necessary health services, which results in improved health and | 4 | | financial security; coverage lowers infant, child, and adult | 5 | | mortality rates and increases the use of
critical preventive | 6 | | service, such as prenatal care; coverage also virtually | 7 | | eliminates
catastrophic out-of-pocket medical expenditures, | 8 | | providing much-needed financial security and
peace of mind; and
| 9 | | WHEREAS, Medicaid is a considerable economic boost to the | 10 | | Illinois economy; the State
stands to lose 9,280 jobs for every | 11 | | 5% reduction to the Medicaid program; and
| 12 | | WHEREAS, The expansion of Medicaid increased economic | 13 | | activity by $2.6 billion in
Illinois; and
| 14 | | WHEREAS, Illinois is in a unique transitional phase in its | 15 | | health care delivery system; the State is in the first year of | 16 | | a massive implementation of statewide Medicaid managed care for
| 17 | | more than 50% of the Medicaid population; in addition, Illinois | 18 | | has elected to experiment with
different models of coordinated | 19 | | care intended to evaluate the effectiveness of traditional
| 20 | | Managed Care Organizations and less traditional Accountable | 21 | | Care Entities (hospital-led ACO
models) and Coordinated Care | 22 | | Entities (health home models led by community based providers

| 1 | | targeted to the special needs population); reductions in | 2 | | Medicaid can result in disruption of these
systemic changes; | 3 | | and | 4 | | WHEREAS, Comprehensive health care provided through | 5 | | Medicaid reduces the
incidence of depression, ensures that more | 6 | | women are able to receive important preventive
services, such | 7 | | as cancer screenings, and decreases mortality rates; and
| 8 | | WHEREAS, Illinois has already undertaken significant | 9 | | reductions to the Medicaid
program; through the "Save Medicaid | 10 | | Access and Resources Together Act" (SMART Act) nearly
$1 | 11 | | billion in 62 spending reductions, utilization controls, and | 12 | | provider cuts were made; and
| 13 | | WHEREAS, Numerous organizations, public health entities, | 14 | | and impacted citizens are
dependent on the Illinois Medicaid | 15 | | program; therefore, be it
| 16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 17 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 18 | | pledge that no further reductions will be made in the
Illinois | 19 | | Medicaid program and encourage Illinois residents to support | 20 | | this vital program.
