Amends the Gubernatorial Boards and Commissions Act. Provides that a person is ineligible for appointment or reappointment to any board or commission for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official. Amends the Civil Administrative Code of Illinois. Provides that a person is ineligible for appointment or reappointment as the head officer of a department of State government for a term of office beginning on or after the effective date of the amendatory Act, if the person is a spouse, child, or spouse of a child of a State official. Defines "official".

| 1 | | AN ACT concerning State government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Gubernatorial Boards and Commissions Act is | 5 | | amended by adding Section 17 as follows: | 6 | | (15 ILCS 50/17 new) | 7 | | Sec. 17. Eligibility for appointment or reappointment to a | 8 | | board or commission. A person is ineligible for appointment or | 9 | | reappointment to any board or commission for a term of office | 10 | | beginning on or after the effective date of this amendatory Act | 11 | | of the 97th General Assembly, if the person is a spouse, child, | 12 | | or spouse of a child of a State official, as that term is | 13 | | defined in subsection (c) of Section 2 of the Lobbyist | 14 | | Registration Act.
| 15 | | Section 10. The Civil Administrative Code of Illinois is | 16 | | amended by changing Section 5-20 as follows:

| 7 | | Director of Central Management Services, for the | 8 | | Department of Central
Management Services.
| 9 | | Director of Children and Family Services, for the | 10 | | Department of Children and
Family Services.
| 11 | | Director of Commerce and Economic Opportunity, for
the | 12 | | Department of Commerce
and Economic Opportunity.
