| 1 | | AN ACT concerning local government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Township Code is amended by changing | 5 | | Sections 210-7 and 210-10 as follows: | 6 | | (60 ILCS 1/210-7) | 7 | | Sec. 210-7. Disposal of brush and leaves. Notwithstanding | 8 | | any provision of this Article to the contrary, the corporate | 9 | | authorities of a township may, by ordinance, provide for the | 10 | | collection, transport, and disposal , and recycling of brush , | 11 | | wood chips, and leaves within the unincorporated areas of the | 12 | | township without referendum approval. The corporate | 13 | | authorities of the township may use funds authorized under | 14 | | Section 30-117 to provide for the collection, transport, and | 15 | | disposal of brush and leaves.

| 18 | | Sec. 210-10. Definitions. As used in this Article, unless | 19 | | the context
clearly requires otherwise:
| 20 | | "Ashes" means residue from fires used for cooking and for | 21 | | heating
buildings.
| 22 | | "Garbage" means wastes resulting from the handling, |

| 1 | | preparation, cooking,
and consumption of food and wastes from | 2 | | the handling, storage, and sale of
produce.
| 3 | | "Recycling" means the transfer of brush, wood chips, or | 4 | | leaves by employees of the township to a facility or place that | 5 | | will utilize the product without charge. | 6 | | "Refuse" means (i) combustible trash, including but not | 7 | | limited to paper,
cartons, boxes, barrels, wood, excelsior, | 8 | | tree branches, yard trimmings,
wood furniture, and bedding; | 9 | | (ii) noncombustible trash, including but not
limited to metals, | 10 | | tin cans, metal furniture, dirt, small quantities of rock
and | 11 | | pieces of concrete, glass, crockery, and other mineral waste; | 12 | | and
(iii) street rubbish, including but not limited to street | 13 | | sweepings, dirt,
leaves, catch-basin dirt, and contents of | 14 | | litter receptacles. "Refuse" does not
mean earth and wastes | 15 | | from building operations, nor does it include solid
wastes | 16 | | resulting from industrial processes and manufacturing | 17 | | operations such as
food processing wastes, boiler-house | 18 | | cinders, lumber, scraps, and shavings.

| 20 | | Section 99. Effective date. This Act takes effect upon | 21 | | becoming law.
