Amends the Cook County Sheriff's Merit Board Division of the Counties Code. Provides that all deputy sheriffs shall be not less than 19 years of age at the time of their appointment (rather than 21 years of age or 20 years of age and have successfully completed 2 years of law enforcement studies at an accredited college or university). Increases the probationary period for deputy sheriff appointees to 15 months (rather than 12 months).

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 10. The Counties Code is amended by changing | 5 | | Section 3-7008 as follows:
| 6 | | (55 ILCS 5/3-7008) (from Ch. 34, par. 3-7008)
| 7 | | Sec. 3-7008. Appointments. The appointment of deputy | 8 | | sheriffs in the
Police Department, full-time deputy sheriffs | 9 | | not employed as county police
officers or county corrections | 10 | | officers and of employees in the Department
of Corrections | 11 | | shall be made from those applicants who have been certified
by | 12 | | the Board as being qualified for appointment. Certification | 13 | | for
appointment in one department shall not constitute | 14 | | certification for
appointment in another department. | 15 | | Certification may be made at any point prior to appointment | 16 | | and may be made in conjunction with the Sheriff's application | 17 | | process. All persons so appointed shall, at the
time of their | 18 | | appointment, be not less than 19 21 years of age , or 20 years | 19 | | of
age and have successfully completed 2 years of law | 20 | | enforcement studies at
an accredited college or university . | 21 | | Any person appointed subsequent to
successful completion of 2 | 22 | | years of such law enforcement studies shall not
have power of | 23 | | arrest, nor shall he or she be permitted to carry firearms,

| 1 | | until he or she reaches 21 years of age. In addition,
all | 2 | | persons so appointed shall be not more than the maximum age | 3 | | limit fixed
by the Board from time to time, be of sound mind | 4 | | and body, be of good moral
character, be citizens of the United | 5 | | States, have not been convicted of a crime
which the Board | 6 | | considers to be detrimental to the applicant's ability to
| 7 | | carry out his or her duties, possess such prerequisites of | 8 | | training, education
and experience as the Board may from time | 9 | | to time prescribe, and shall be
required to pass successfully | 10 | | mental, physical, psychiatric and other tests
and examinations | 11 | | as may be prescribed by the Board. Preference shall be
given in | 12 | | such appointments to persons who have honorably served in the
| 13 | | military or naval services of the United States. All | 14 | | appointees shall serve a
probationary period of 15 12 months | 15 | | and during that period may be discharged
at the will of the | 16 | | Sheriff. However, civil service employees of the house
of | 17 | | correction who have certified status at the time of the | 18 | | transfer of the
house of correction to the County Department | 19 | | of Corrections are not subject
to this probationary period, | 20 | | and they shall retain their job titles, such
tenure privileges | 21 | | as are now enjoyed and any subsequent title changes shall
not | 22 | | cause reduction in rank or elimination of positions.
