1 AN ACT in relation to budget implementation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by changing
5 Sections 8g as follows:
6 (30 ILCS 105/8g)
7 Sec. 8g. Transfers from General Revenue Fund.
8 (a) In addition to any other transfers that may be
9 provided for by law, as soon as may be practical after the
10 effective date of this amendatory Act of the 91st General
11 Assembly, the State Comptroller shall direct and the State
12 Treasurer shall transfer the sum of $10,000,000 from the
13 General Revenue Fund to the Motor Vehicle License Plate Fund
14 created by Senate Bill 1028 of the 91st General Assembly.
15 (b) In addition to any other transfers that may be
16 provided for by law, as soon as may be practical after the
17 effective date of this amendatory Act of the 91st General
18 Assembly, the State Comptroller shall direct and the State
19 Treasurer shall transfer the sum of $25,000,000 from the
20 General Revenue Fund to the Fund for Illinois' Future created
21 by Senate Bill 1066 of the 91st General Assembly.
22 (c) In addition to any other transfers that may be
23 provided for by law, on August 30 of each fiscal year's
24 license period, the Illinois Liquor Control Commission shall
25 direct and the State Comptroller and State Treasurer shall
26 transfer from the General Revenue Fund to the Youth
27 Alcoholism and Substance Abuse Prevention Fund an amount
28 equal to the number of retail liquor licenses issued for that
29 fiscal year multiplied by $50.
30 (d) The payments to programs required under subsection
31 (d) of Section 28.1 of the Horse Racing Act of 1975 shall be

1 made, pursuant to appropriation, from the special funds
2 referred to in the statutes cited in that subsection, rather
3 than directly from the General Revenue Fund.
4 Beginning January 1, 2000, on the first day of each
5 month, or as soon as may be practical thereafter, the State
6 Comptroller shall direct and the State Treasurer shall
7 transfer from the General Revenue Fund to each of the special
8 funds from which payments are to be made under Section
9 28.1(d) of the Horse Racing Act of 1975 an amount equal to
10 1/12 of the annual amount required for those payments from
11 that special fund, which annual amount shall not exceed the
12 annual amount for those payments from that special fund for
13 the calendar year 1998. The special funds to which transfers
14 shall be made under this subsection (d) include, but are not
15 necessarily limited to, the Agricultural Premium Fund; the
16 Metropolitan Exposition Auditorium and Office Building Fund;
17 the Fair and Exposition Fund; the Standardbred Breeders Fund;
18 the Thoroughbred Breeders Fund; and the Illinois Veterans'
19 Rehabilitation Fund.
20 (e) In addition to any other transfers that may be
21 provided for by law, as soon as may be practical after the
22 effective date of this amendatory Act of the 91st General
23 Assembly, but in no event later than June 30, 2000, the State
24 Comptroller shall direct and the State Treasurer shall
25 transfer the sum of $15,000,000 from the General Revenue Fund
26 to the Fund for Illinois' Future.
27 (f) In addition to any other transfers that may be
28 provided for by law, as soon as may be practical after the
29 effective date of this amendatory Act of the 91st General
30 Assembly, but in no event later than June 30, 2000, the State
31 Comptroller shall direct and the State Treasurer shall
32 transfer the sum of $70,000,000 from the General Revenue Fund
33 to the Long-Term Care Provider Fund.
34 (f-1) In fiscal year 2002, in addition to any other

1 transfers that may be provided for by law, at the direction
2 of and upon notification from the Governor, the State
3 Comptroller shall direct and the State Treasurer shall
4 transfer amounts not exceeding a total of $160,000,000 from
5 the General Revenue Fund to the Long-Term Care Provider Fund.
6 (g) In addition to any other transfers that may be
7 provided for by law, on July 1, 2001, or as soon thereafter
8 as may be practical, the State Comptroller shall direct and
9 the State Treasurer shall transfer the sum of $1,200,000 from
10 the General Revenue Fund to the Violence Prevention Fund.
11 (h) In each of fiscal years 2002 through 2007, but not
12 thereafter, in addition to any other transfers that may be
13 provided for by law, the State Comptroller shall direct and
14 the State Treasurer shall transfer $5,000,000 from the
15 General Revenue Fund to the Tourism Promotion Fund.
16 (i) On or after July 1, 2001 and until May 1, 2002, in
17 addition to any other transfers that may be provided for by
18 law, at the direction of and upon notification from the
19 Governor, the State Comptroller shall direct and the State
20 Treasurer shall transfer amounts not exceeding a total of
21 $80,000,000 from the General Revenue Fund to the Tobacco
22 Settlement Recovery Fund. Any amounts so transferred shall
23 be re-transferred by the State Comptroller and the State
24 Treasurer from the Tobacco Settlement Recovery Fund to the
25 General Revenue Fund at the direction of and upon
26 notification from the Governor, but in any event on or before
27 June 30, 2002.
28 (i-1) On or after July 1, 2002 and until May 1, 2003, in
29 addition to any other transfers that may be provided for by
30 law, at the direction of and upon notification from the
31 Governor, the State Comptroller shall direct and the State
32 Treasurer shall transfer amounts not exceeding a total of
33 $80,000,000 from the General Revenue Fund to the Tobacco
34 Settlement Recovery Fund. Any amounts so transferred shall

1 be re-transferred by the State Comptroller and the State
2 Treasurer from the Tobacco Settlement Recovery Fund to the
3 General Revenue Fund at the direction of and upon
4 notification from the Governor, but in any event on or before
5 June 30, 2003.
6 (j) On or after July 1, 2001 and no later than June 30,
7 2002, in addition to any other transfers that may be provided
8 for by law, at the direction of and upon notification from
9 the Governor, the State Comptroller shall direct and the
10 State Treasurer shall transfer amounts not to exceed the
11 following sums into the Statistical Services Revolving Fund:
12 From the General Revenue Fund............... $8,450,000

6 (k-1) In addition to any other transfers that may be
7 provided for by law, on July 1, 2002, or as soon as may be
8 practical thereafter, the State Comptroller shall direct and
9 the State Treasurer shall transfer the sum of $2,000,000 from
10 the General Revenue Fund to the Teachers Health Insurance
11 Security Fund.
12 (k-2) In addition to any other transfers that may be
13 provided for by law, on July 1, 2003, or as soon as may be
14 practical thereafter, the State Comptroller shall direct and
15 the State Treasurer shall transfer the sum of $2,000,000 from
16 the General Revenue Fund to the Teachers Health Insurance
17 Security Fund.
18 (k-3) On or after July 1, 2002 and no later than June
19 30, 2003, in addition to any other transfers that may be
20 provided for by law, at the direction of and upon
21 notification from the Governor, the State Comptroller shall
22 direct and the State Treasurer shall transfer amounts not to
23 exceed the following sums into the Statistical Services
24 Revolving Fund:

8 the General Revenue Fund to the Presidential Library and
9 Museum Operating Fund.
10 (m) In addition to any other transfers that may be
11 provided for by law, on July 1, 2002 and on the effective
12 date of this amendatory Act of the 93rd General Assembly, or
13 as soon thereafter as may be practical, the State Comptroller
14 shall direct and the State Treasurer shall transfer the sum
15 of $1,200,000 from the General Revenue Fund to the Violence
16 Prevention Fund.
17 (n) In addition to any other transfers that may be
18 provided for by law, on July 1, 2003, or as soon thereafter
19 as may be practical, the State Comptroller shall direct and
20 the State Treasurer shall transfer the sum of $6,800,000 from
21 the General Revenue Fund to the DHS Recoveries Trust Fund.
22 (o) On or after July 1, 2003, and no later than June 30,
23 2004, in addition to any other transfers that may be provided
24 for by law, at the direction of and upon notification from
25 the Governor, the State Comptroller shall direct and the
26 State Treasurer shall transfer amounts not to exceed the
27 following sums into the Vehicle Inspection Fund:
28 From the Underground Storage Tank Fund .....$35,000,000.
29 (p) On or after July 1, 2003 and until May 1, 2004, in
30 addition to any other transfers that may be provided for by
31 law, at the direction of and upon notification from the
32 Governor, the State Comptroller shall direct and the State
33 Treasurer shall transfer amounts not exceeding a total of
34 $80,000,000 from the General Revenue Fund to the Tobacco

1 Settlement Recovery Fund. Any amounts so transferred shall be
2 re-transferred from the Tobacco Settlement Recovery Fund to
3 the General Revenue Fund at the direction of and upon
4 notification from the Governor, but in any event on or before
5 June 30, 2004.
6 (q) In addition to any other transfers that may be
7 provided for by law, on July 1, 2003, or as soon as may be
8 practical thereafter, the State Comptroller shall direct and
9 the State Treasurer shall transfer the sum of $5,000,000 from
10 the General Revenue Fund to the Illinois Military Family
11 Relief Fund.
12 (r) In addition to any other transfers that may be
13 provided for by law, on July 1, 2003, or as soon as may be
14 practical thereafter, the State Comptroller shall direct and
15 the State Treasurer shall transfer the sum of $1,922,000 from
16 the General Revenue Fund to the Presidential Library and
17 Museum Operating Fund.
18 (s) In addition to any other transfers that may be
19 provided for by law, on or after July 1, 2003, the State
20 Comptroller shall direct and the State Treasurer shall
21 transfer the sum of $4,800,000 from the Statewide Economic
22 Development Fund to the General Revenue Fund.
23 (t) In addition to any other transfers that may be
24 provided for by law, on or after July 1, 2003, the State
25 Comptroller shall direct and the State Treasurer shall
26 transfer the sum of $50,000,000 from the General Revenue Fund
27 to the Budget Stabilization Fund.

30 Section 99. Effective date. This Act takes effect upon
31 becoming law.
