| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, A proposed 50% cut in Community Services Block | 3 | | Grant (CSBG) federal funding for local community action | 4 | | agencies, such as Cook County's private, not-for-profit | 5 | | Community and Economic Development Association (CEDA), will | 6 | | seriously damage already scarce community resources and have a | 7 | | devastating impact; and
| 8 | | WHEREAS, The economic impact of Community Action Agencies | 9 | | (CAA) extends far beyond a path to self-sufficiency in the | 10 | | communities and municipalities for which service is provided; | 11 | | and
| 12 | | WHEREAS, Community action programs serve as the major | 13 | | vehicle by which our most vulnerable citizens receive vital | 14 | | services that assist them on the path toward economic | 15 | | stability; community action programs created and retained | 16 | | 18,432 jobs over the past two years, of which 525 were created | 17 | | and retained by CEDA; and
| 18 | | WHEREAS, CEDA is one of the 1,065 community action agencies | 19 | | in the United States, assisting 240,000 households in Cook | 20 | | County; and
| 21 | | WHEREAS, CEDA has a network that includes Head Start |

| 1 | | centers, Women, Infant and Children (WIC) centers, LIHEAP and | 2 | | Home Weatherization partnerships, and university joint | 3 | | projects, with every CSBG dollar multiplied by 57 times in | 4 | | private and other public funding; and
| 5 | | WHEREAS, CEDA manages a multi-million dollar budget, | 6 | | leveraging a $3.5 million Community Services Block Grant into | 7 | | millions of dollars from non-government sources; and | 8 | | WHEREAS, Full funding of all community action programs, | 9 | | including Community Services Block Grants, will protect jobs | 10 | | for the American economy; and
| 11 | | WHEREAS, In his State of the Union Address, President | 12 | | Barack Obama said, "I recognize that some in this chamber have | 13 | | already proposed deeper cuts, and I'm willing to eliminate | 14 | | whatever we can honestly afford to do without. But let's make | 15 | | sure that we're not doing it on the backs of our most | 16 | | vulnerable citizens."; therefore, be it
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 18 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 19 | | we strongly urge the members of the United States Congress to | 20 | | fund the Community Services Block Grant program at the Fiscal | 21 | | Year 2010 level; and be it further
