| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Sections 3-651, 3-666, 3-667, 3-668, 3-669, 3-676, 3-677, | 6 | | 3-681, 3-686, 3-688, and 3-689 (as added by Public Act 96-1408) | 7 | | as follows:

| 9 | | Sec. 3-651. U.S.
Marine Corps license plates. | 10 | | (a) In addition to any other special license plate, the | 11 | | Secretary, upon
receipt of all applicable fees and applications | 12 | | made in the form prescribed by
the Secretary of State, may | 13 | | issue special registration plates designated as
U.S. Marine | 14 | | Corps license plates to residents of Illinois who meet | 15 | | eligibility
requirements prescribed by the Secretary of State. | 16 | | The special plate issued
under this Section shall be affixed | 17 | | only to passenger vehicles of the first
division, motorcycles, | 18 | | motor vehicles of the second
division weighing not more than | 19 | | 8,000 pounds, and recreational vehicles as
defined by Section | 20 | | 1-169 of this Code. Plates issued under this Section shall
| 21 | | expire according to the staggered multi-year procedure | 22 | | established by Section
3-414.1 of this Code.
| 23 | | (b) The design, color, and format of the plates shall be |

within the discretion of the Secretary of State, except | 2 | | that the U.S. Marine
Corps emblem shall appear on the plates. | 3 | | The Secretary may, in his or
her discretion, allow the plates | 4 | | to be issued as vanity or personalized plates
in accordance | 5 | | with Section 3-405.1 of this Code. The plates are not required
| 6 | | to designate "Land Of Lincoln", as prescribed in subsection (b) | 7 | | of Section
3-412 of this Code. The Secretary shall prescribe | 8 | | the eligibility requirements
and, in his or her discretion, | 9 | | shall approve and prescribe stickers or decals
as provided | 10 | | under Section 3-412.
| 11 | | (c) An applicant shall be charged a $5 $20 fee for original | 12 | | issuance in
addition to the applicable registration fee. This | 13 | | additional fee Of this additional fee, $15
shall be deposited | 14 | | into the Secretary of State Special License Plate Fund
and $5 | 15 | | shall be deposited into the Marine Corps Scholarship Fund. For | 16 | | each
registration renewal period, an $18 a $20 fee, in addition | 17 | | to the appropriate
registration fee, shall be charged. This | 18 | | additional fee Of this additional fee, $2 shall be
deposited | 19 | | into the Secretary of State Special License Plate Fund and $18
| 20 | | shall be deposited into the Marine Corps Scholarship Fund.
| 21 | | (d) The Marine Corps Scholarship Fund is created as a | 22 | | special fund in
the State treasury. All moneys in the Marine | 23 | | Corps Scholarship Fund shall,
subject to appropriation by the | 24 | | General Assembly and approval by the Secretary,
be used by the | 25 | | Marine Corps Scholarship Foundation, Inc., a recognized
| 26 | | charitable organization that meets the requirements of Title |

Section 501(c)(3) of the United States Code, to provide | 2 | | grants for
scholarships for higher education. The scholarship | 3 | | recipients must be the
children of current or former members of | 4 | | the United States Marine Corps
who meet the academic, | 5 | | financial, and other requirements established by the
Marine | 6 | | Corps Scholarship Foundation. In addition, the recipients must | 7 | | be
Illinois residents and must attend a college or university | 8 | | located
within the State of Illinois.
| 9 | | The State Treasurer shall require the Marine Corps | 10 | | Scholarship
Foundation to establish a separate account for | 11 | | receipt of the proceeds of the
Marine Corps Scholarship Fund. | 12 | | That account shall be subject to audit either
annually or at | 13 | | another interval, as determined by the State Treasurer.
| 14 | | Proceeds from the Marine Corps Scholarship Fund shall be | 15 | | transferred on a
quarterly basis by the State Treasurer's | 16 | | office to this separate account.

| 20 | | Sec. 3-666. Paratrooper license plates. | 21 | | (a) In addition to any other special license
plate,
the | 22 | | Secretary, upon receipt of all
applicable fees and applications | 23 | | made in the form prescribed by the
Secretary of State, may | 24 | | issue Paratrooper license plates to residents of
Illinois
who | 25 | | meet eligibility requirements prescribed by the Secretary of |

special Paratrooper plate
issued under this
Section | 2 | | shall be affixed only to passenger vehicles of the first | 3 | | division and

Plates issued under this Section shall | 5 | | expire according to the staggered
multi-year procedure | 6 | | established by Section 3-414.1 of this Code. | 7 | | (b) The design, color, and format of the plates shall be | 8 | | wholly
within the discretion of the Secretary of State. The | 9 | | Secretary may, in his or
her
discretion, allow the plates to be | 10 | | issued as vanity or personalized plates in
accordance
with | 11 | | Section 3-405.1 of this Code. The plates are not required to
| 12 | | designate "Land of Lincoln", as prescribed in subsection (b) of | 13 | | Section
3-412 of this Code. The Secretary shall prescribe the | 14 | | eligibility
requirements and, in his or her discretion, shall | 15 | | approve and prescribe
stickers
or decals as provided under | 16 | | Section 3-412. | 17 | | (c) (Blank). An applicant shall be charged a $15 fee for | 18 | | original issuance
in addition to the applicable registration | 19 | | fee. This additional fee shall be
deposited into the Secretary | 20 | | of State Special License Plate Fund.

residents of Illinois who, on or after July | 4 | | 27, 1954, participated in the United States Armed Forces in | 5 | | Korea. The special plate issued under this Section shall be | 6 | | affixed
only to passenger vehicles of the first division, | 7 | | motorcycles,
motor vehicles of the second
division weighing not | 8 | | more than 8,000 pounds, and recreational vehicles as
defined by | 9 | | Section 1-169 of this Code. Plates issued under this Section | 10 | | shall
expire according to the staggered multi-year procedure | 11 | | established by Section
3-414.1 of this Code. | 12 | | (b) The design, color, and format of the plates shall be | 13 | | wholly
within the discretion of the Secretary of State. The | 14 | | Secretary may, in his or
her discretion, allow the plates to be | 15 | | issued as vanity or personalized
plates in accordance with | 16 | | Section 3-405.1 of this Code. The plates are not required
to | 17 | | designate "Land of
Lincoln", as prescribed in subsection (b) of | 18 | | Section

| 2 | | (d) An individual who has been issued Korean Service | 3 | | license plates
for a vehicle
and who has been approved for | 4 | | benefits under the Senior Citizens and Disabled
Persons | 5 | | Property Tax Relief and Pharmaceutical Assistance Act shall pay
| 6 | | the original issuance and the regular annual fee for the | 7 | | registration of the
vehicle as provided in Section 3-806.3 of | 8 | | this Code in addition to the fees
specified in subsection (c) | 9 | | of this Section.

| 12 | | Sec. 3-668. Iraq Campaign license plates. | 13 | | (a) In addition to any other special license plate, the | 14 | | Secretary, upon
receipt of all applicable fees and applications | 15 | | made in the form prescribed by
the Secretary of State, may | 16 | | issue Iraq Campaign license plates to residents of
Illinois who | 17 | | have earned the Iraq Campaign Medal from the United States | 18 | | Armed Forces. The special Iraq Campaign plates issued under | 19 | | this Section shall be
affixed only to passenger vehicles of the | 20 | | first division, motorcycles, and
motor vehicles of the second | 21 | | division weighing not more than 8,000 pounds.
Plates issued | 22 | | under this Section shall expire according to the staggered
| 23 | | multi-year procedure established by Section 3-414.1 of this | 24 | | Code.
| 25 | | (b) The design, color, and format of the plates shall be |

motorcycles, and motor vehicles of the second | 23 | | division weighing not more than
8,000 pounds. Plates issued | 24 | | under this Section shall expire according to the
staggered | 25 | | multi-year procedure established by Section 3-414.1 of this |

| 2 | | (b) The plates shall display the U.S. Navy emblem. In all | 3 | | other
respects, the design, color, and format of the plates | 4 | | shall be within the
discretion of the Secretary of State. The | 5 | | Secretary may, in his or her
discretion, allow the plates to be | 6 | | issued as vanity or personalized plates in
accordance with | 7 | | Section 3-405.1 of this Code. The plates are not required to
| 8 | | designate "Land Of Lincoln", as prescribed in subsection (b) of | 9 | | Section 3-412
of this Code. The Secretary shall prescribe the | 10 | | eligibility requirements and,
in his or her discretion, shall | 11 | | approve and prescribe stickers or decals as
provided under | 12 | | Section 3-412.
| 13 | | (c) (Blank). An applicant shall be charged a $15 fee for | 14 | | original issuance in
addition to the applicable registration | 15 | | fee. This additional fee shall be

The special | 4 | | Distinguished Flying Cross plates issued under this Section | 5 | | shall be affixed only to passenger vehicles of the first | 6 | | division, motorcycles, and motor vehicles of the second | 7 | | division weighing not more than 8,000 pounds. Plates issued | 8 | | under this Section shall expire according to the staggered | 9 | | multi-year procedure established by Section 3-414.1 of this | 10 | | Code. | 11 | | (b) The design, color, and format of the plates shall be | 12 | | wholly within the discretion of the Secretary of State. Operation Iraqi Freedom License Plates. | 2 | | (a) In addition to any other special license plate, the | 3 | | Secretary, upon receipt of all applicable fees and applications | 4 | | made in the form prescribed by the Secretary of State, may | 5 | | issue Operation Iraqi Freedom license plates to residents of | 6 | | Illinois who meet eligibility requirements prescribed by the | 7 | | Secretary of State. The special Operation Iraqi Freedom plate | 8 | | issued under this Section shall be affixed only to passenger | 9 | | vehicles of the first division, motorcycles, and motor vehicles | 10 | | of the second division weighing not more than 8,000 pounds. | 11 | | Plates issued under this Section shall expire according to the | 12 | | staggered multi-year procedure established by Section 3-414.1 | 13 | | of this Code. | 14 | | (b) The design, color, and format of the plates shall be | 15 | | wholly within the discretion of the Secretary of State. residents of Illinois who | 9 | | meet eligibility requirements prescribed by the
Secretary of | 10 | | State. The special Women Veteran plate issued under this
| 11 | | Section shall be affixed only to passenger vehicles of the | 12 | | first division,
motorcycles, and motor vehicles of the second | 13 | | division weighing not more than
8,000 pounds. Plates issued | 14 | | under this Section shall expire according to the
staggered | 15 | | multi-year procedure established by Section 3-414.1 of this | 16 | | Code. | 17 | | (b) The design, color, and format of the plates shall be | 18 | | wholly
within the discretion of the Secretary of State. The | 19 | | Secretary may, in his or
her discretion, allow the plates to be | 20 | | issued as vanity or personalized
