| 1 | | AN ACT concerning local government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Joliet Regional Port District Act is amended | 5 | | by changing Section 15 as follows: | 6 | | (70 ILCS 1825/15) (from Ch. 19, par. 265) | 7 | | Sec. 15. Appointment of Board. Within 60 days after this | 8 | | Act becomes effective the Governor, by
and with the advice and | 9 | | consent of the Senate shall appoint 3 members of
the Board who | 10 | | reside within the District outside the corporate boundaries
of | 11 | | the City of Joliet for initial terms expiring June 1st of the | 12 | | years
1959, 1961, and 1963, respectively, and the Mayor, with | 13 | | the advice and
consent of the City Council of the City of | 14 | | Joliet, shall appoint 3 members
of the Board who reside within | 15 | | the City of Joliet for initial terms
expiring June 1st of the | 16 | | years 1958, 1960, and 1962, respectively. Of the 3
members each | 17 | | appointed by the Governor and the Mayor not more than 2 shall
| 18 | | be affiliated with the same political party at the time of | 19 | | appointment. Beginning with the first appointment made by the | 20 | | Governor, with the advice and consent of the Senate, after the | 21 | | effective date of this amendatory Act of the 96th General | 22 | | Assembly, the Governor must appoint members who reside within | 23 | | the District outside the corporate boundaries of the City of |

| 1 | | Joliet and the Village of Romeoville . Within 60 days after the | 2 | | effective date of this amendatory Act of the 94th General | 3 | | Assembly, the County Executive of Will County, with the advice | 4 | | and consent of the County Board, shall appoint 3 members of the | 5 | | Board for terms expiring June 1st of 2008, 2010, and 2012, | 6 | | respectively. Within 60 days after the effective date of this | 7 | | amendatory Act of the 96th General Assembly, the President of | 8 | | the Village of Romeoville, with the advice and consent of the | 9 | | corporate authorities of the Village of Romeoville, shall | 10 | | appoint one member of the Board who resides within the Village | 11 | | of Romeoville for an initial term expiring June 1st of 2016 ; | 12 | | and within 60 days after the effective date of this amendatory | 13 | | Act of the 100th General Assembly, the President of the Village | 14 | | of Romeoville, with the advice and consent of the corporate | 15 | | authorities of the Village of Romeoville, shall appoint one | 16 | | additional member who resides within the Village of Romeoville | 17 | | for an initial term expiring June 1st of 2021 . | 18 | | At the expiration of the term of any member, his or her | 19 | | successor shall be
appointed by the Governor, Mayor, President | 20 | | of the Village of Romeoville, or County Executive of Will | 21 | | County in like
manner and with like regard to political party | 22 | | affiliation and place of
residence of the appointee, as | 23 | | appointments for the initial terms. | 24 | | All successors shall hold office for the term of 6 years | 25 | | from the first
day of June of the year in which the term of | 26 | | office commences, except in
the case of an appointment to fill |

| 1 | | a vacancy. In case of vacancy in the
office of any member | 2 | | appointed by the Governor during the recess of the
Senate, the | 3 | | Governor shall make a temporary appointment until the next
| 4 | | meeting of the Senate when he or she shall nominate some person | 5 | | to fill such
office; and any person so nominated, who is | 6 | | confirmed by the Senate, shall
hold his or her office during | 7 | | the remainder of the term and until his or her successor
shall | 8 | | be appointed and qualified. If the Senate is not in session at | 9 | | the
time this Act takes effect, the Governor shall make | 10 | | temporary appointments
as in case of vacancies. The Governor, | 11 | | the Mayor, the President of the Village of Romeoville, and the | 12 | | County Executive shall certify their respective appointments | 13 | | to the
Secretary of State. Within 30 days after certification | 14 | | of his or her appointment,
and before entering upon the duties | 15 | | of his or her office, each member of the Board
shall take and | 16 | | subscribe the constitutional oath of office and file it in

| 19 | | Section 99. Effective date. This Act takes effect upon | 20 | | becoming law.
