1 HOUSE RESOLUTION
2 WHEREAS, The highest award the National Council of the
3 Boy Scouts of America can bestow upon a Scout is that of
4 Eagle Scout; and
5 WHEREAS, Thomas J.M. Brooks of Boy Scout Troop 123, in
6 Rockford, will receive the Eagle Scout Award at a Court of
7 Honor to be held on February 9, 2003; and
8 WHEREAS, In order to qualify as an Eagle Scout, a young
9 man must demonstrate outstanding qualities of leadership, a
10 willingness to be of help to others, and superior skills in
11 camping, lifesaving, and first aid; and
12 WHEREAS, In earning this high rank, Thomas joins an elite
13 and honorable fraternity of achievers that counts among its
14 members an extraordinary number of this nation's great
15 leaders in business, government, education, and other sectors
16 of society; and
17 WHEREAS, Thomas has earned 24 merit badges and served his
18 troop in a variety of leadership roles; he also completed a
19 major community service project, creating a nature trail
20 half-mile long behind Spring Creek Congregational Church in
21 Rockford; and
22 WHEREAS, Thomas is a junior at Boylan Central Catholic
23 High School and plans to enter Western Illinois University
24 and major in Law Enforcement with a long term goal of
25 applying and being accepted to the Federal Bureau of
26 Investigation; and
27 WHEREAS, The achievement of the rank of Eagle Scout
28 reflects favorably upon the recipient, his justly proud
29 family, his Scoutmaster, and his fellow scouts; therefore, be
30 it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 we join his family and friends in congratulating Thomas J.M.
4 Brooks upon attaining the coveted rank of Eagle Scout and
5 commend him upon the unswerving dedication to excellence that
6 is the hallmark of the Eagle Scout; and be it further
7 RESOLVED, That a suitable copy of this resolution be
8 presented to Eagle Scout Thomas J.M. Brooks as an expression
9 of our respect and esteem.
