Amends the Firearm Concealed Carry Act. Eliminates the 3 hours of firearms training required for renewal of a license to carry a concealed handgun. Reduces the firearms training requirement for an applicant for a new license from 16 hours to 8 hours. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Firearm Concealed Carry Act is amended by | 5 | | changing Sections 50 and 75 as follows: | 6 | | (430 ILCS 66/50)
| 7 | | Sec. 50. License renewal. Applications for renewal of a | 8 | | license shall be made to the Department. A license shall be | 9 | | renewed for a period of 5 years upon receipt of a completed | 10 | | renewal application , completion of 3 hours of training required | 11 | | under Section 75 of this Section , payment of the applicable | 12 | | renewal fee, and completion of an investigation under Section | 13 | | 35 of this Act. The renewal application shall contain the | 14 | | information required in Section 30 of this Act, except that the | 15 | | applicant need not resubmit a full set of fingerprints.

| 18 | | Sec. 75. Applicant firearm training. | 19 | | (a) Within 60 days of the effective date of this Act, the | 20 | | Department shall begin approval of firearm training courses and | 21 | | shall make a list of approved courses available on the | 22 | | Department's website. |

| 1 | | (b) An applicant for a new license shall provide proof of | 2 | | completion of a firearms training course or combination of | 3 | | courses approved by the Department of at least 8 16 hours, | 4 | | which includes range qualification time under subsection (c) of | 5 | | this Section, that covers the following: | 6 | | (1) firearm safety; | 7 | | (2) the basic principles of marksmanship; | 8 | | (3) care, cleaning, loading, and unloading of a | 9 | | concealable firearm; | 10 | | (4) all applicable State and federal laws relating to | 11 | | the ownership, storage, carry, and transportation of a | 12 | | firearm; and | 13 | | (5) instruction on the appropriate and lawful | 14 | | interaction with law enforcement while transporting or | 15 | | carrying a concealed firearm. | 16 | | (c) An applicant for a new license shall provide proof of | 17 | | certification by a certified instructor that the applicant | 18 | | passed a live fire exercise with a concealable firearm | 19 | | consisting of: | 20 | | (1) a minimum of 30 rounds; and | 21 | | (2) 10 rounds from a distance of 5 yards; 10 rounds | 22 | | from a distance of 7 yards; and 10 rounds from a distance | 23 | | of 10 yards at a B-27 silhouette target approved by the | 24 | | Department. | 25 | | (d) (Blank). An applicant for renewal of a license shall | 26 | | provide proof of completion of a firearms training course or |

| 1 | | combination of courses approved by the Department of at least 3 | 2 | | hours. | 3 | | (e) A certificate of completion for an applicant's firearm | 4 | | training course shall not be issued to a student who: | 5 | | (1) does not follow the orders of the certified | 6 | | firearms instructor;
| 7 | | (2) in the judgment of the certified instructor, | 8 | | handles a firearm in a manner that poses a danger to the | 9 | | student or to others; or
| 10 | | (3) during the range firing portion of testing fails to | 11 | | hit the target with 70% of the rounds fired. | 12 | | (f) An instructor shall maintain a record of each student's | 13 | | performance for at least 5 years, and shall make all records | 14 | | available upon demand of authorized personnel of the | 15 | | Department. | 16 | | (g) The Department and certified firearms instructor shall | 17 | | recognize up to 8 hours of training already completed toward | 18 | | the 16 hour training requirement under this Section if the | 19 | | training course is approved by the Department and recognized | 20 | | under the laws of another state. Any remaining hours that the | 21 | | applicant completes must at least cover the classroom subject | 22 | | matter of paragraph (4) of subsection (b) of this Section, and | 23 | | the range qualification in subsection (c) of this Section. | 24 | | (h) A person who has qualified to carry a firearm as an | 25 | | active law enforcement officer, a person certified as a | 26 | | firearms instructor by this Act or by the Illinois Law |

| 1 | | Enforcement Training Standards Board, or a person who has | 2 | | completed the required training and has been issued a firearm | 3 | | control card by the Department of Financial and Professional | 4 | | Regulation shall be exempt from the requirements of this | 5 | | Section. | 6 | | (i) The Department shall accept 8 hours of training as | 7 | | completed toward the 16 hour training requirement under this | 8 | | Section, if the applicant is an active, retired, or honorably | 9 | | discharged member of the United States Armed Forces.

| 11 | | Section 99. Effective date. This Act takes effect upon | 12 | | becoming law.
