| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives are pleased to congratulate Kenneth C. | 4 |
| Robbins, President of the Illinois Hospital Association, on his | 5 |
| upcoming retirement after 33 years of service; and
| 6 |
| WHEREAS, Ken Robbins has served as President of the | 7 |
| Illinois Hospital Association (IHA) since 1983; he has been | 8 |
| instrumental in developing public policy and leading the | 9 |
| advocacy endeavors of the association for the 200 hospitals and | 10 |
| health systems throughout the State of Illinois; he has worked | 11 |
| to find common ground among the full range of Illinois | 12 |
| hospitals, small, rural, urban, specialty, investor-owned, and | 13 |
| academic medical centers; and
| 14 |
| WHEREAS, During his tenure as IHA President, spanning the | 15 |
| terms of six Illinois governors, he has worked tirelessly to | 16 |
| develop strong relationships with legislators of both parties, | 17 |
| enhancing the reputation of IHA as a credible, fair, and highly | 18 |
| respected source of critical information regarding the health | 19 |
| care delivery system and the needs of patients throughout | 20 |
| Illinois; and | 21 |
|
WHEREAS, Under his leadership, hospitals represented by | 22 |
| IHA have strengthened their partnership with the State of |
|

| Illinois in serving as the foundation of our health care system | 2 |
| for all Illinoisans; and | 3 |
| WHEREAS, He has served the State of Illinois as a member of | 4 |
| the Illinois Task Force on Health Planning Reform and as a | 5 |
| member of the Adequate Health Care Task Force; and | 6 |
| WHEREAS, From 1979 to 1991 he shared his expertise in law | 7 |
| and public policy as a lecturer in health law for the Kellogg | 8 |
| Graduate School of Management of Northwestern University in | 9 |
| Chicago; and | 10 |
| WHEREAS, Ken Robbins served with distinction as a member of | 11 |
| the U.S. Air Force, Air Force Reserve, Air National Guard, and | 12 |
| Illinois Air National Guard, and retired as Colonel and Chief | 13 |
| Judge Advocate General in 1994 after 29 years of dedicated | 14 |
| service to Illinois and his country; and | 15 |
| WHEREAS, As IHA President, he serves as chief executive | 16 |
| officer of the IHA's subsidiary corporations, Association | 17 |
| Venture Corporation, and Illinois Hospital Research and | 18 |
| Educational Foundation, and as a Board Member of IHA's Illinois | 19 |
| Compensation Trust, Illinois Provider Trust, and Health Care | 20 |
| Associates Credit Union; he serves on the State Hospital | 21 |
| Association Executives Forum and is a member of the American | 22 |
| Bar Association, the American Hospital Association, the |

| American Academy of Hospital Attorneys, the Illinois | 2 |
| Association of Hospital Attorneys, the International Hospital | 3 |
| Federation, the American College of Healthcare Executives, the | 4 |
| Economic Club of Chicago, and the University Club in Chicago; | 5 |
| and | 6 |
| WHEREAS, Prior to joining the Illinois Hospital | 7 |
| Association as its General Counsel in 1976, he was legal | 8 |
| counsel for the Committee on Government Regulation of the | 9 |
| Massachusetts Legislature and a partner in a Boston law firm; | 10 |
| he holds a bachelor's degree from the University of | 11 |
| Massachusetts, Amherst, and a law degree from Suffolk | 12 |
| University Law School, Boston; he and his wife, Eileen, have | 13 |
| eleven grandchildren; therefore, be it
| 14 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 15 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 16 |
| congratulate Kenneth C. Robbins on his retirement; and be it | 17 |
| further
| 18 |
| RESOLVED, That a suitable copy of this resolution be | 19 |
| presented to Kenneth C. Robbins as a symbol of our respect and | 20 |
| esteem.
