Amends the Public Community College Act. With respect to the election of members of a board of trustees of a community college district, requires a nominating petition to be filed with the county clerk or the county board of election commissioners, as the case may be, of the county in
which the principal office of the community college district is located (instead of with the secretary of the board of trustees). Makes related changes. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Public Community College Act is amended by | 5 | | changing Section 3-7.10 as follows:
| 6 | | (110 ILCS 805/3-7.10) (from Ch. 122, par. 103-7.10)
| 7 | | Sec. 3-7.10.
Nominations for members of the board shall be | 8 | | made by a petition
signed by at least 50 voters or 10% of the | 9 | | voters, whichever is less, residing
within the community | 10 | | college district and shall be filed with the county clerk or | 11 | | the county board of
election commissioners, as the case may be, | 12 | | of the county in
which the principal office of the community | 13 | | college district
is located secretary of the board .
In addition | 14 | | to the requirements of the general election law, the form
of | 15 | | such petitions shall be substantially as follows:

clerk showing that the candidate has | 12 | | filed a statement of economic interests
as required by the | 13 | | Illinois Governmental Ethics Act. Such receipt shall
be so | 14 | | filed either previously during the calendar year in which his | 15 | | or her nomination
papers were filed or within the period for | 16 | | the filing of nomination papers
in accordance with the general | 17 | | election law.

| 19 | | commissioners, as the case may be, of the county in which the
| 20 | | principal office of the community college district is located | 21 | | secretary of the board shall notify each candidate, or the | 22 | | appropriate
committee, for whom a petition for nomination has | 23 | | been filed of their
obligations under the Campaign Financing | 24 | | Act, as required by the general
election law. Such notice shall | 25 | | be given on a form prescribed by the State
Board of Elections |

| 1 | | and in accordance with the requirements of the general
election | 2 | | law.
| 3 | | All petitions for the nomination of members of a board of | 4 | | trustees shall
be filed with the county clerk or the county | 5 | | board of election commissioners, as the case may be, of the
| 6 | | county in which the principal office of the community college
| 7 | | district is located secretary of the board within the time | 8 | | provided for
by the general election law. The county clerk or | 9 | | the county board of election commissioners Said secretary shall | 10 | | make certification to
the proper election authority in | 11 | | accordance with the requirements of the
general election law. | 12 | | If the secretary is an incumbent board member seeking
| 13 | | reelection, a disinterested person must be a witness to the | 14 | | filing of his
petition. It is the duty of the county clerk or | 15 | | the county board of election commissioners secretary to provide | 16 | | candidates with petition
forms and statements of candidacy.

be, of the county in which the | 19 | | principal office of the
community college district is located | 20 | | secretary shall , within 7 days of filing or on the

candidates for members of the board at the first | 25 | | election shall be addressed
to and filed with the regional | 26 | | superintendent in the manner specified for the

| 2 | | regional superintendent shall fulfill all duties otherwise | 3 | | assigned to the county clerk or the county board of election | 4 | | commissioners, as the case may be, of the
county in which the | 5 | | principal office of the community college
district is located
| 6 | | secretary of the board .
