Amends the Legislative Commission Reorganization Act of 1984. Creates the Women's Tribute Statue Commission to fund, commission, and place statues of Rosa Parks and Judy Baar Topinka on the grounds of the legislative complex. Provides for membership and meetings requirements of the Commission. Creates the Women's Tribute Statue Commission Fund as a special fund in the State treasury. Provides that the Fund may accept deposits from any source, whether public or private, and may be appropriated only for funding, commissioning, and placing statues of Rosa Parks and Judy Baar Topinka on the grounds of the legislative complex. Provides for the dissolution of the Commission. Provides further requirements concerning the commission and placement of the statues by the Women's Tribute Statue Commission and the Architect of the Capitol. Amends the State Finance Act to provide for the Women's Tribute Statue Commission Fund. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Legislative Commission Reorganization Act | 5 | | of 1984 is amended by adding Sections 8A-60 and 8A-65 as | 6 | | follows: | 7 | | (25 ILCS 130/8A-60 new) | 8 | | Sec. 8A-60. Women's Tribute Statue Commission; Fund. | 9 | | (a) The Women's Tribute Statue Commission is hereby created | 10 | | to fund, commission, and place statues of Rosa Parks and Judy | 11 | | Baar Topinka on the grounds of the legislative complex. The | 12 | | Commission shall work in consultation with the Architect of the | 13 | | Capitol in funding, commissioning, and placing the statues | 14 | | provided for under this Section. | 15 | | (b) The Commission shall consist of 7 members, who shall | 16 | | serve without compensation, appointed as follows: | 17 | | (1) 3 members appointed by the Governor; | 18 | | (2) 2 members appointed by the President of the Senate; | 19 | | and | 20 | | (3) 2 members appointed by the Speaker of the House of | 21 | | Representatives. | 22 | | (c) Members of the Commission shall be representative of | 23 | | and have experience related to the arts, disabilities, and |

| 1 | | civil rights, and the appointing authorities shall coordinate | 2 | | their appointments so that the composition of the Commission | 3 | | reflects the diversity of gender, race, and geography of the | 4 | | State. Members of the Commission shall serve at the pleasure of | 5 | | the appointing authorities. | 6 | | (d) The Governor shall select one of his or her appointees | 7 | | to the Commission as the Chair of the Commission, and the | 8 | | members may elect a Vice-Chair from among the membership of the | 9 | | Commission. The Commission shall meet at the call of the Chair | 10 | | or at the call of the majority of the members, and the presence | 11 | | of 4 members at a called meeting shall constitute a quorum for | 12 | | the purpose of transacting Commission business. Meetings of the | 13 | | Commission shall be subject to the Open Meetings Act, and | 14 | | members shall be considered public officials. The Commission | 15 | | may adopt bylaws to govern its proceedings and functions under | 16 | | this Section. | 17 | | (e) The Women's Tribute Statue Commission Fund is created | 18 | | as a special fund in the State treasury. The Fund may accept | 19 | | deposits from any source, whether public or private, and may be | 20 | | appropriated only for the use of the Women's Tribute Statue | 21 | | Commission, in consultation with the Architect of the Capitol, | 22 | | in funding, commissioning, and placing statues of Rosa Parks | 23 | | and Judy Baar Topinka on the grounds of the legislative | 24 | | complex. | 25 | | (f) The Commission and Fund created under this Section | 26 | | shall be dissolved within one year after the placement of the |

| 1 | | statues provided for under Section 8A-65. This Section is | 2 | | repealed upon the dissolution of the Commission. | 3 | | (25 ILCS 130/8A-65 new) | 4 | | Sec. 8A-65. Rosa Parks and Judy Baar Topinka statues. | 5 | | (a) Notwithstanding any law or rule to the contrary, the | 6 | | Women's Tribute Statue Commission, in consultation with the | 7 | | Architect of the Capitol, shall provide for the commission and | 8 | | placement of a statue on the grounds of the legislative complex | 9 | | depicting civil rights activist Rosa Parks. The Women's Tribute | 10 | | Statue Commission, in consultation with the Architect of the | 11 | | Capitol, may provide for the design and fabrication of the | 12 | | statue, including in-kind services and input from public and | 13 | | private organizations and entities, or may otherwise acquire, | 14 | | using funds collected for such purpose or a statue donated for | 15 | | such purpose, a suitable statue for placement under this | 16 | | Section. | 17 | | (b) Notwithstanding any law or rule to the contrary, the | 18 | | Women's Tribute Statue Commission, in consultation with the | 19 | | Architect of the Capitol, shall provide for the commission and | 20 | | placement of a statue on the grounds of the legislative complex | 21 | | depicting former State Treasurer and Comptroller Judy Baar | 22 | | Topinka. The Women's Tribute Statue Commission, in | 23 | | consultation with the Architect of the Capitol, may provide for | 24 | | the design and fabrication of the statue, including in-kind | 25 | | services and input from public and private organizations and |

| 1 | | entities, or may otherwise acquire, using funds collected for | 2 | | such purpose or a statue donated for such purpose, a suitable | 3 | | statue for placement under this Section. | 4 | | (c) The Architect of the Capitol, at the direction of the | 5 | | Board of the Office of the Architect of the Capitol, and in | 6 | | consultation with the Women's Tribute Statue Commission, shall | 7 | | take actions necessary to provide for the placement and | 8 | | unveiling of the statues authorized under subsections (a) and | 9 | | (b) on the grounds of the legislative complex within a | 10 | | reasonable period of time after the effective date of this | 11 | | amendatory Act of the 101st General Assembly. | 12 | | Section 10. The State Finance Act is amended by adding | 13 | | Section 5.930 as follows: | 14 | | (30 ILCS 105/5.930 new) | 15 | | Sec. 5.930. The Women's Tribute Statue Commission Fund. | 16 | | This Section is repealed upon the dissolution of the Women's | 17 | | Tribute Statue Commission created under Section 8A-60 of the | 18 | | Legislative Commission Reorganization Act of 1984.
