Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue to a registered owner of a Corvette a special Corvette license plate to be displayed on that vehicle. Provides that only one rear license plate needs to be displayed on that vehicle.

| AN ACT concerning vehicles.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Illinois Vehicle Code is amended by changing | 5 |
| Sections 3-412 and 3-413 and by adding Section 3-664 as | 6 |
| follows:

| (625 ILCS 5/3-412) (from Ch. 95 1/2, par. 3-412)

| Sec. 3-412. Registration plates and registration stickers | 9 |
| to be
furnished by the Secretary of State.
| 10 |
| (a) The Secretary of State upon registering a vehicle | 11 |
| subject to annual
registration for the first time shall issue | 12 |
| or shall cause to be issued to the
owner one registration plate | 13 |
| for a motorcycle, trailer, semitrailer, motorized
pedalcycle ,
| 14 |
| or truck-tractor, or Corvette for which a special plate has | 15 |
| been issued under Section 3-664, 2 registration plates for | 16 |
| other motor vehicles
and, where applicable, current | 17 |
| registration stickers for motor vehicles of the
first division. | 18 |
| The provisions of this Section may be made applicable to such
| 19 |
| vehicles of the second division, as the Secretary of State may, | 20 |
| from time to
time, in his discretion designate. On subsequent | 21 |
| annual registrations
during the term of the registration plate | 22 |
| as provided in Section 3-414.1, the
Secretary shall issue or | 23 |
| cause to be issued registration stickers as evidence
of current | 24 |
| registration. However, the issuance of annual registration | 25 |
| stickers
to vehicles registered under the provisions of | 26 |
| Sections 3-402.1 and 3-405.3 of
this Code may not be required | 27 |
| if the Secretary deems the issuance unnecessary.
| 28 |
| (b) Every registration plate shall have displayed upon it | 29 |
| the registration
number assigned to the vehicle for which it is | 30 |
| issued, the name of this State,
which may be abbreviated, the | 31 |
| year number for which it was issued, which may
be abbreviated, | 32 |
| the phrase "Land of Lincoln" (except as otherwise provided in

| this Code), and such other letters or numbers as the Secretary
| 2 |
| may prescribe. However, for apportionment plates issued to | 3 |
| vehicles registered
under Section 3-402.1 and fleet plates | 4 |
| issued to vehicles registered under
Section 3-405.3, the phrase | 5 |
| "Land of Lincoln" may be omitted to allow for
the word | 6 |
| "apportioned", the word "fleet", or other similar language to | 7 |
| be
displayed. Registration plates issued to a vehicle | 8 |
| registered as a fleet
vehicle may display a designation | 9 |
| determined by the Secretary.
| 10 |
| The Secretary may in his discretion prescribe
that letters | 11 |
| be used as prefixes only on registration plates issued to | 12 |
| vehicles
of the first division which are registered under this | 13 |
| Code and only as suffixes
on registration plates issued to | 14 |
| other vehicles. Every registration sticker
issued as evidence | 15 |
| of current registration shall designate the year number
for | 16 |
| which it is issued and such other letters or numbers as the | 17 |
| Secretary may
prescribe and shall be of a contrasting color | 18 |
| with the registration plates and
registration stickers of the | 19 |
| previous year.
| 20 |
| (c) Each registration plate and the required letters and | 21 |
| numerals thereon,
except the year number for which issued, | 22 |
| shall be of sufficient size to be
plainly readable from a | 23 |
| distance of 100 feet during daylight, and shall be
coated with | 24 |
| reflectorizing material. The dimensions of the plate issued to
| 25 |
| vehicles of the first division shall be 6 by 12 inches.
| 26 |
| (d) The Secretary of State shall issue for every passenger | 27 |
| motor vehicle
rented without a driver the same type of | 28 |
| registration plates as the type of
plates issued for a private | 29 |
| passenger vehicle.
| 30 |
| (e) The Secretary of State shall issue for every passenger
| 31 |
| car used as a taxicab or livery, distinctive registration | 32 |
| plates.
| 33 |
| (f) The Secretary of State shall issue for every motorcycle
| 34 |
| distinctive registration plates distinguishing between
| 35 |
| motorcycles having 150 or more cubic centimeters piston
| 36 |
| displacement, or having less than 150 cubic centimeter
piston |

| displacement.

| (g) Registration plates issued to vehicles for-hire may
| 3 |
| display a designation as determined by the Secretary that
such | 4 |
| vehicles are for-hire.
| 5 |
| (h) The Secretary of State shall issue distinctive | 6 |
| registration plates for electric vehicles.
| 7 |
| (i) The Secretary of State shall issue for every public and | 8 |
| private
ambulance registration plates identifying the vehicle | 9 |
| as an ambulance.
The Secretary shall forward to the Department | 10 |
| of Public Aid registration
information for the purpose of | 11 |
| verification of claims filed with the
Department by ambulance | 12 |
| owners for payment for services to public assistance
| 13 |
| recipients.
| 14 |
| (j) The Secretary of State shall issue for every public and | 15 |
| private
medical carrier or rescue vehicle livery registration | 16 |
| plates displaying
numbers within ranges of numbers reserved | 17 |
| respectively for medical carriers
and rescue vehicles. The | 18 |
| Secretary shall forward to the Department of Public
Aid | 19 |
| registration information for the purpose of verification of | 20 |
| claims filed
with the Department by owners of medical carriers | 21 |
| or rescue vehicles for
payment for services to public | 22 |
| assistance recipients.
| 23 |
| (k) The Secretary of State shall issue distinctive license | 24 |
| plates or distinctive license plate stickers for every vehicle | 25 |
| exempted from subsection (a) of Section 12-503 by subsection | 26 |
| (g-5) of that Section. | 27 |

| Sec. 3-413. Display of registration plates, registration | 31 |
| stickers
and drive-away permits.
| 32 |
| (a) Registration plates issued for a
motor vehicle other | 33 |
| than a motorcycle, trailer, semitrailer,
truck-tractor, | 34 |
| apportioned bus, or apportioned truck , or Corvette for which a | 35 |
| special plate has been issued under Section 3-664 shall be |

| attached
thereto, one in the front and one in the
rear. The | 2 |
| registration plate issued for a motorcycle, trailer ,
or
| 3 |
| semitrailer , or Corvette for which a special plate has been | 4 |
| issued under Section 3-664 required to be registered hereunder | 5 |
| and any apportionment
plate issued to a bus under the | 6 |
| provisions of this Code shall be attached
to the rear thereof. | 7 |
| The registration plate issued for a truck-tractor or
an | 8 |
| apportioned truck required to be registered hereunder shall be
| 9 |
| attached to the front thereof.
| 10 |
| (b) Every registration plate shall at all times be securely | 11 |
| fastened
in a horizontal position to the vehicle for which it | 12 |
| is issued so as to
prevent the plate from swinging and at a | 13 |
| height of not less than 5
inches from the ground, measuring | 14 |
| from the bottom of such plate, in a
place and position to be | 15 |
| clearly visible and shall be maintained in a
condition to be | 16 |
| clearly legible, free
from any materials that would obstruct | 17 |
| the visibility of the plate,
including, but not limited to, | 18 |
| glass covers and tinted plastic covers. Clear
plastic covers | 19 |
| are permissible as long as they remain clear and do not | 20 |
| obstruct
the visibility of the plates. Registration stickers | 21 |
| issued as
evidence of renewed annual registration shall be | 22 |
| attached to registration
plates as required by the Secretary of | 23 |
| State, and be clearly visible at
all times.
| 24 |
| (c) Every drive-away permit issued pursuant to this
Code | 25 |
| shall
be firmly attached to the motor vehicle in the manner | 26 |
| prescribed by the Secretary of State. If a drive-away permit is | 27 |
| affixed to a motor vehicle in any other manner the
permit shall | 28 |
| be void and of no effect.
| 29 |
| (d) The Illinois prorate decal issued to a foreign | 30 |
| registered
vehicle part of a fleet prorated or apportioned with | 31 |
| Illinois, shall be
displayed on a registration plate and | 32 |
| displayed on the front of such
vehicle in the same manner as an | 33 |
| Illinois registration plate.
| 34 |
| (e) The registration plate issued for a camper body mounted | 35 |
| on a
truck displaying registration plates shall be attached to | 36 |
| the rear of
the camper body.

| (f) No person shall operate a vehicle, nor permit the | 2 |
| operation of a
vehicle, upon which is displayed an Illinois | 3 |
| registration plate, plates
or registration stickers after the | 4 |
| termination of the registration
period for which issued or | 5 |
| after the expiration date set pursuant to
Sections 3-414 and | 6 |
| 3-414.1 of this Code.

| (625 ILCS 5/3-664 new)
| 10 |
| Sec. 3-664. Corvette license plate. | 11 |
| (a) The Secretary, upon receipt of an application made in | 12 |
| the form prescribed by the Secretary of State, may issue a | 13 |
| special registration plate designated to be a Corvette license | 14 |
| plate to a registered owner of a Corvette, which plate shall be | 15 |
| displayed on the rear of that Corvette. The special plate | 16 |
| issued under this Section shall be affixed only to a Corvette. | 17 |
| A plate issued under this Section shall expire according to the | 18 |
| multi-year procedure established by Section 3-414.1 of this | 19 |
| Code. | 20 |
| (b) The design and color of the plate shall be wholly | 21 |
| within the discretion of the Secretary of State. Appropriate | 22 |
| documentation, as determined by the Secretary, shall accompany | 23 |
| the application. The Secretary may, in his or her discretion, | 24 |
| allow the plate to be issued as a vanity or personalized plate | 25 |
| in accordance with Section 3-405.1 of this Code. | 26 |
| (c) An applicant shall be charged a $40 fee for original | 27 |
| issuance in addition to the appropriate registration fee, if | 28 |
| applicable. This fee shall be deposited into the Secretary of | 29 |
| State Special License Plate Fund, to be used by the Secretary | 30 |
| of State to help defray the administrative processing costs.
