| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to congratulate and applaud the | 4 | | members of the National Black Police Association (NBPA) for | 5 | | their work in the communities of the State of Illinois and the | 6 | | nation at large; and
| 7 | | WHEREAS, The NBPA was chartered as a not-for-profit | 8 | | corporation in the State of Illinois following a historic | 9 | | meeting in St. Louis, Missouri in November of 1972; and
| 10 | | WHEREAS, The NBPA was established to improve the | 11 | | relationship between Police Departments as institutions and | 12 | | the minority communities; to evaluate the effect of the | 13 | | policies and programs within the Criminal Justice System upon | 14 | | the minority community; to serve as a mechanism to recruit | 15 | | minority police officers on a national scale; to work toward | 16 | | police reform in order to eliminate police corruption, police | 17 | | brutality and racial discrimination; and to educate police | 18 | | officers to perform with professionalism and compassion; and
| 19 | | WHEREAS, The NBPA supports the philosophy of community | 20 | | policing that calls for a true cooperative partnership between | 21 | | the community and the police for safer communities; and

| 1 | | WHEREAS, The NBPA believes the influx of hard narcotics | 2 | | into this country can only be controlled by a joint effort | 3 | | between the supplying country and the federal government; the | 4 | | organization also supports the allocation of more national and | 5 | | local crime fighting resources toward the prevention of crime | 6 | | and opposes the application of the death penalty in all | 7 | | instances; and
| 8 | | WHEREAS, The NBPA supports national handgun legislation | 9 | | that prohibits the continued manufacture of handguns and limits | 10 | | their sales, possession, and use; and
| 11 | | WHEREAS, The NBPA devotes itself to the confrontation, | 12 | | control, and elimination of police brutality in every police | 13 | | department in the United States; and
| 14 | | WHEREAS, The NBPA seeks to create a level playing field in | 15 | | law enforcement through the support of numerous measures, | 16 | | including residency requirements for officers, equal hiring | 17 | | and promotion standards for female officers and applicants, and | 18 | | the elimination of historical, institutional, and societal | 19 | | barriers that denied criminal justice practitioners of color | 20 | | and women equal access and opportunity; and
| 21 | | WHEREAS, The NBPA supports federal legislation that | 22 | | prohibits the egregious practice of racial profiling and |

| 1 | | supports legislation that holds the governmental entity, its | 2 | | police department, and the offending officers liable for | 3 | | violating the civil rights of citizens; and
| 4 | | WHEREAS, The NBPA supports the creation and support of | 5 | | youth mentoring projects that have core values to empower our | 6 | | youth and shield them from embracing negative media-imposed | 7 | | images, government-inspired legislation, and criminal justice | 8 | | policies and practices that criminalize and desensitize them | 9 | | about the value of life, particularly life in the black | 10 | | community; and
| 11 | | WHEREAS, The members of the NBPA serve as models of hard | 12 | | work, integrity, and dedication for the people of the State of | 13 | | Illinois; therefore, be it
| 14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 15 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 16 | | we congratulate and applaud the members of the National Black | 17 | | Police Association for their work and wish them continued | 18 | | success in the future; and be it further
| 19 | | RESOLVED, That a suitable copy of this resolution be | 20 | | presented to the National Black Police Association as a symbol | 21 | | of our esteem and respect.
