| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Lester | 4 | | Foster of Chicago, who passed away on July 17, 2013; and
| 5 | | WHEREAS, Lester Foster was born in Chicago on March 27, | 6 | | 1958, to LeeAther and Bonnie Foster; he graduated in 1976 from | 7 | | Von Stuben High School, where he excelled in his studies and | 8 | | distinguished himself on the basketball court; he earned his | 9 | | Bachelor of Arts in Criminal Justice from Aurora University in | 10 | | 1980, and while there received the Young, Gifted and Black | 11 | | Award and was named to the Four-Year Varsity Letterman Club for | 12 | | basketball; he received his Masters of Science in Business | 13 | | Management in 1984; and
| 14 | | WHEREAS, After finishing his education, Lester Foster | 15 | | became the first African-American administrator for Aurora | 16 | | University; during his tenure there, he served as Head of | 17 | | Student Housing, Head of Campus Security, Minority Student | 18 | | Recruiter, Associate Dean of Students, Assistant Financial Aid | 19 | | Director, and assistant coach to the men's and women's | 20 | | basketball team; and
| 21 | | WHEREAS, On April 16, 1986, Lester Foster became initiated | 22 | | into the Iota Nu Sigma Graduate Chapter of Phi Beta Sigma |

| 1 | | Fraternity, Incorporated; later that year, he chartered the Pi | 2 | | Omicron Undergraduate Chapter on the campus of Aurora | 3 | | University, and in 1987 he chartered the Iota Phi Sigma | 4 | | Graduate Chapter; in 2006, he received the Academic Achievement | 5 | | Award from the Black Student Association to honor his | 6 | | commitment throughout the years to Aurora University; and
| 7 | | WHEREAS, Lester Foster held many positions with a host of | 8 | | companies throughout the years; his most recent position was | 9 | | Vice-President of Business Development/Practice Leader at | 10 | | Sedgwick CMS, where his focus was on government and public | 11 | | entities; in 2012, he was awarded the Community Treasures Award | 12 | | by the African-American Employees Committee of Cook County; and | 13 | | WHEREAS, Lester Foster married the love of his life, | 14 | | Veronica Maclin on December 24, 2001; and | 15 | | WHEREAS, Lester Foster was an active member at Progressive | 16 | | Community Center, the People's Church and served on the Deacon | 17 | | Board and as Chairman of the Finance Committee; he enjoyed | 18 | | playing sports and watching Westerns and was affectionately | 19 | | known as "Peanut" since he was a child; and | 20 | | WHEREAS, Lester Foster was preceded in death by his parents | 21 | | and by his 2 brothers, Charlie and Derrick; and

| 1 | | WHEREAS, Lester Foster is survived by his wife; his | 2 | | daughter, Monique Foster; his sons, Marcus (Emily) and | 3 | | Marcelles Foster; his sisters, Annette (the late Harry) Silas, | 4 | | Dorene (Anthony) Harris, and Pamela (LaVoya) Kerr; his special | 5 | | brother, James (Lisa) Marcel; and a host of aunts, uncles, | 6 | | nieces, nephews, God-children, other family, and treasured | 7 | | friends; therefore, be it
| 8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 9 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 10 | | we mourn the passing of Lester Foster and extend our sincere | 11 | | condolences to his family, friends, and all who knew and loved | 12 | | him; and be it further
| 13 | | RESOLVED, That a suitable copy of this resolution be | 14 | | presented to the family of Lester Foster as an expression of | 15 | | our deepest sympathy.
