| SENATE RESOLUTION
| 2 |
| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| learned with regret of the death of former State Representative | 4 |
| Monroe L. Flinn of Cahokia on Tuesday, November 29, 2005; and
| 5 |
| WHEREAS, He was born on December 17, 1917, in Batesville, | 6 |
| Arkansas, to Monroe J. and Rue, nee Hanks, Flinn; as a young | 7 |
| child, he was called "Big Boy" by his aunts, uncles, and his | 8 |
| grandmother; this nickname eventually evolved into "Biggie" as | 9 |
| he was called by his many, many close friends and relatives; | 10 |
| and
| 11 |
| WHEREAS, Mr. Flinn served as a legislator in the Illinois | 12 |
| House of Representatives in Springfield from 1971 to 1995; | 13 |
| during his tenure in the State House, he was noted for | 14 |
| unconditionally helping his colleagues and constituents, many | 15 |
| silently and without drawing attention to himself; he offered | 16 |
| financial support, moral support, and political support to | 17 |
| those who asked and several more who never even had to ask; and
| 18 |
| WHEREAS, Prior to his career as a State Representative, he | 19 |
| retired from Granite City Steel, where he worked for 41 years; | 20 |
| he was active in many civic and charitable organizations over | 21 |
| the years; he was life member of Emeth Lodge 1030 A.F. & A.M. | 22 |
| Cahokia and a member of the Ancient Accepted Scottish Rite | 23 |
| Bodies of Southern Illinois; he was a charter member of the | 24 |
| Centreville Men's Club, an honorary member of American Legion | 25 |
| Post 784 Cahokia, a member of the Moose Lodge 423 in Cahokia | 26 |
| and the Illinois Sheriffs Association, and a member of the | 27 |
| Shriners Ainad Temple; and
| 28 |
| WHEREAS, After his retirement, he was appointed by the | 29 |
| Secretary of State to serve as chairman of the State of | 30 |
| Illinois Merit Commission, which he served until his death; his | 31 |
| most treasured possession was his family; he was extremely |

| proud of his wife, children, grandchildren, nieces, nephews, | 2 |
| sisters, and brothers; and
| 3 |
| WHEREAS, He was preceded in death by his beloved father and | 4 |
| mother, Monroe J. and Rue, nee Hanks, Flinn; his brothers, | 5 |
| Robert and Dale Flinn; and his sister, Ellen (Flinn) Woodland; | 6 |
| and
| 7 |
| WHEREAS, The passing of Monroe Flinn has been deeply felt | 8 |
| by many, especially his wife of 65 years, Freda Flinn; his son, | 9 |
| Don Flinn; his daughters, Carol (Flinn) and husband Sam | 10 |
| Millatti and Debbie (Flinn) and husband Ron Wilshusen; his | 11 |
| grandchildren, Lisa (Millatti) Inman, Mike Millatti, Sharon | 12 |
| (Flinn) Erschen and dear friend Rob Simons, Kelly (Flinn) and | 13 |
| husband Gary Simpson, Lori (Flinn) Gallion, presently | 14 |
| stationed with the US Army in Wiesbauden, Germany, Bradley | 15 |
| Lobsinger, and Megan, Rebecca, and Ronnie Wilshusen; his | 16 |
| great-grandchildren, David and Amanda Inman, Anthony Millatti, | 17 |
| Rachel and Sarah Erschen, Abby and Aaron Creek, and Jake | 18 |
| Simpson; his great-great-grandson, Trenton Inman; his sisters, | 19 |
| Anna McGinnis, Yvonne Bognar, and Evelyn Brogan; and his | 20 |
| numerous nieces and nephews; therefore, be it
| 21 |
| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | 22 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 23 |
| our friend and former colleague, State Representative Monroe | 24 |
| Flinn, and we extend our sincere condolences to his family, | 25 |
| friends, and all who knew and loved him; and be it further
| 26 |
| RESOLVED, That a suitable copy of this resolution be | 27 |
| presented to his family as an expression of our deepest | 28 |
| sympathy.
