Amends the Illinois Vehicle Code. Provides that beginning in registration year 2020, a member of the active-duty or reserve component of the United States Armed Forces returning from a combat mission shall receive a 50% discount on any subsequent registration fees. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Sections 3-415 and 3-806.7 as follows:
| 6 | | (625 ILCS 5/3-415) (from Ch. 95 1/2, par. 3-415)
| 7 | | Sec. 3-415. Application for and renewal of registration. | 8 | | (a) Calendar
year. Application for renewal of a vehicle | 9 | | registration shall be made by
the owner, as to those vehicles | 10 | | required to be registered on a calendar
registration year, not | 11 | | later than December 1 of each year, upon proper
application
and | 12 | | by payment of the registration fee and tax for such vehicle, as | 13 | | provided
by law except that application for renewal of a | 14 | | vehicle registration, as
to those vehicles required to be | 15 | | registered on a staggered calendar year
basis, shall be made by | 16 | | the owner in the form and manner prescribed by the
Secretary of | 17 | | State.
| 18 | | (b) Fiscal year. Application for renewal of a vehicle
| 19 | | registration shall be made by the owner, as to those vehicles
| 20 | | required to be registered on a fiscal registration year, not
| 21 | | later than June 1 of each year, upon proper application and by
| 22 | | payment of the registration fee and tax for such vehicle as
| 23 | | provided by law, except that application for renewal of a |

| 18 | | registration period, except that application for renewal of a | 19 | | vehicle
registration, as to those vehicles required to be | 20 | | registered for 2 fiscal
years on a staggered registration | 21 | | basis, shall be made by the owner in the
form and manner | 22 | | prescribed by the Secretary of State.
| 23 | | (d-5) Three calendar years. Application for renewal of a | 24 | | vehicle
registration shall be made by the owner, as to those | 25 | | vehicles
required to be registered for 3 calendar years, not | 26 | | later than
December 1 of the year preceding commencement of the |

registration period. | 2 | | (d-10) Five calendar years. Application for renewal of a | 3 | | vehicle registration shall be made by the owner, as to those | 4 | | vehicles required to be registered for 5 calendar years, not | 5 | | later than December 1 of the year preceding commencement of the | 6 | | 5-year registration period. | 7 | | (e) Time of application. The Secretary of State may receive
| 8 | | applications for renewal of registration and grant the same
and | 9 | | issue new registration cards and plates or registration
| 10 | | stickers at any time prior to expiration of registration.
No | 11 | | person shall display upon a vehicle, the new registration
| 12 | | plates or registration stickers prior to the dates the | 13 | | Secretary of State
in his discretion
may select.
| 14 | | (f) Verification. The Secretary of State may further
| 15 | | require, as to vehicles for-hire, that applications be
| 16 | | accompanied by verification that fees due under the Illinois
| 17 | | Motor Carrier of Property Law, as amended, have been paid.
| 18 | | (g) (Blank). | 19 | | (h) Returning combat mission veterans. Beginning in | 20 | | registration year 2017, the application for renewal, and | 21 | | subsequent fees, of a vehicle registration for a member of the | 22 | | active-duty or reserve component of the United States Armed | 23 | | Forces returning from a combat mission shall not be required | 24 | | for that service member's next scheduled renewal. Beginning in | 25 | | registration year 2020, a member of the active-duty or reserve | 26 | | component of the United States Armed Forces returning from a |

| 1 | | combat mission shall receive a 50% discount on any subsequent | 2 | | registration fees. Proof of combat mission service shall come | 3 | | from the service member's hostile fire pay or imminent danger | 4 | | pay documentation received any time in the 12 months preceding | 5 | | the registration renewal. Registration fees for active duty military | 12 | | personnel. | 13 | | (a) Beginning with the 2011 registration year, the standard | 14 | | registration fee set forth in Section 3-806 of this Code for | 15 | | passenger motor vehicles of the first division and motor | 16 | | vehicles of the second division weighing not more than 8,000 | 17 | | pounds and registered under Section 3-815 of this Code, shall | 18 | | be reduced by 50% for any Illinois vehicle owner who was on | 19 | | active duty as a member of the Armed Forces of the United | 20 | | States and stationed outside of the United States for a period | 21 | | of 90 days or longer during the preceding registration year. | 22 | | (b) Illinois residents who are members of the Armed Forces | 23 | | of the United States and who have been stationed outside of the | 24 | | United States for a period of 6 months or longer, and who | 25 | | placed their registered motor vehicle in storage during the |

| 1 | | time they served abroad, shall be entitled to credit for the | 2 | | unused portion of that registration when they renew the | 3 | | registration of that vehicle upon their return to the United | 4 | | States. For each month or part thereof that the vehicle was in | 5 | | storage and had current registration, the member of the armed | 6 | | forces shall receive one month of registration without charge.
| 7 | | (c) Beginning with the 2017 registration year, the standard | 8 | | registration fee set forth in Section 3-806 of this Code for | 9 | | passenger motor vehicles of the first division and motor | 10 | | vehicles of the second division weighing not more than 8,000 | 11 | | pounds and registered under Section 3-815 of this Code, shall | 12 | | be waived for the year following the return of any Illinois | 13 | | vehicle owner who is a member of the active-duty or reserve | 14 | | component of the United States Armed Forces who can provide | 15 | | proof of serving in a combat mission. Beginning in registration | 16 | | year 2020, a member of the active-duty or reserve component of | 17 | | the United States Armed Forces returning from a combat mission | 18 | | shall receive a 50% discount on any subsequent registration | 19 | | fees. Nothing in this subsection is applicable to the | 20 | | additional fees incurred by specialty, personalized, or vanity | 21 | | license plates. | 22 | | (Source: P.A. 99-32, eff. 7-10-15.)
