| HOUSE RESOLUTION
| 2 |
| WHEREAS, It is critically important for job-creation and | 3 |
| job-retention that the Illinois Domestic Products Act be | 4 |
| observed in the use of public funds for investment in our | 5 |
| nation's aging infrastructure, especially in Illinois where | 6 |
| manufacturing is essential to the State's economy; and
| 7 |
| WHEREAS, All State agencies are urged to discourage the | 8 |
| outsourcing of manufacturing and the purchasing of products to | 9 |
| the detriment of U.S. suppliers, including suppliers located in | 10 |
| Illinois servicing those industries and businesses that | 11 |
| receive public sector financial assistance; and
| 12 |
| WHEREAS, Leaders of the National Governors Association | 13 |
| (NGA) and the National Conference of State Legislatures (NCLS) | 14 |
| have called on the new administration and Congress to take | 15 |
| early action on the severely weakened economy, mired in what is | 16 |
| estimated to be the most serious economic downturn in 30 years; | 17 |
| the economic downturn is causing high unemployment and | 18 |
| accompanying hardships for American workers and their | 19 |
| families, including families in Illinois where the | 20 |
| unemployment rate is escalating; and
| 21 |
| WHEREAS, Congress is drafting economic recovery | 22 |
| legislation for the President to sign as soon as possible; this |

| "economic stimulus" legislation is expected to channel | 2 |
| billions of dollars in state block grants to help economically | 3 |
| stressed states take immediate action to initiate significant | 4 |
| job creation through massive public works investments to | 5 |
| rebuild our nation's aging infrastructure including: roads and | 6 |
| accompanying guardrails, utility poles, rest areas, | 7 |
| maintenance buildings, highway bridges, energy pipelines, rail | 8 |
| and air transportation networks, electrical grid expansion, | 9 |
| water and sewerage improvements, environmentally friendly | 10 |
| nonresidential renovation, new construction of | 11 |
| state-of-the-art schools and hospitals, and other vital | 12 |
| infrastructure needs; and
| 13 |
| WHEREAS, Modernizing and upgrading Illinois' statewide | 14 |
| infrastructure system will improve the overall quality of life | 15 |
| for all Illinois families, create significant new job | 16 |
| opportunities and economic growth, and help revitalize and | 17 |
| advance Illinois' manufacturing sector; in Illinois, the | 18 |
| manufacturing industries are huge purchasers of State goods and | 19 |
| services including the following goods and services: health | 20 |
| care, education and training, utility generated electricity, | 21 |
| natural gas and alternative fuels, and advanced technology to | 22 |
| enhance competitiveness and environmental quality; and

| WHEREAS, Illinois has taken previous efforts through the | 24 |
| Procurement of Domestic Products Act to encourage the use of |

| domestically manufactured products in public works, and it is | 2 |
| now critically important that all State agencies do everything | 3 |
| possible to enforce these provisions; therefore, be it
| 4 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 5 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 6 |
| all State agencies are encouraged, whenever possible, to | 7 |
| purchase domestically made products for any construction | 8 |
| project or other procurement funded by the State; and be it | 9 |
| further

| RESOLVED, That the Illinois Procurement Policy Board work | 11 |
| with all chief procurement officers to advance the purchase of | 12 |
| domestic products, including those made in Illinois, through | 13 |
| all necessary means, including collaboration between agencies, | 14 |
| the proposal of rules, and the creation of a list of | 15 |
| domestically made products commonly procured using State | 16 |
| funds; and be it further | 17 |
| RESOLVED, That suitable copies of this resolution be | 18 |
| delivered to the Illinois Procurement Policy Board, the | 19 |
| President of the United States, and all members of the Illinois | 20 |
| congressional delegation.
