Creates the Regulation Removal Panel Act. Creates the Regulation Removal Panel and sets forth appointments. Requires the Panel to create a system to receive public comment regarding various State laws, rules, and other governing instruments to be considered by the Panel for possible repeal. Requires the Panel to meet once a month to review public comment regarding State laws, rules, and other governing instruments to be repealed. Provides that the Panel shall have the ability to keep or remove the State law, rule, or other governing instrument in question by an affirmative vote of all 5 members. Provides that the Panel shall report its proceedings and any changes to State laws, rules, or other governing instruments annually to the President of the Senate, the Senate Minority Leader, the Speaker of the House of Representatives, the House Minority Leader, and the Governor on or before January 1, 2015 and every January 1 thereafter. Amends the Legislative Commission Reorganization Act of 1984 and the Legislative Reference Bureau Act. Requires the staff of the Legislative Reference Bureau and the Legislative Research Unit to cooperate to provide administrative support to the Panel. Authorizes the Board to adopt any rules that are necessary to implement the requirements of the Act.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. Short title. This Act may be cited as the | 5 | | Regulation Removal Panel Act. | 6 | | Section 5. Regulation Removal Panel. | 7 | | (a) There is created the Regulation Removal Panel, which | 8 | | shall consist of 5 persons, appointed as follows: | 9 | | (1) One member appointed by the Speaker of the House of | 10 | | Representatives. | 11 | | (2) One member appointed by the President of the | 12 | | Senate. | 13 | | (3) One member appointed by the House Minority Leader. | 14 | | (4) One member appointed by the Senate Minority Leader. | 15 | | (5) One member appointed by the Governor, who shall act | 16 | | as Chairperson. | 17 | | (b) Members of the Panel shall receive no compensation, but | 18 | | may be reimbursed for their reasonable expenses from | 19 | | appropriations available for that purpose. | 20 | | (c) The Panel shall meet at the call of the Chairperson. | 21 | | Each Panel member shall serve a 2-year term. Whenever a vacancy | 22 | | of the Panel occurs due to death, disability, or resignation, a | 23 | | replacement shall be appointed by the appropriate appointing |

Staff of the | 3 | | Legislative Reference Bureau and the Legislative Research Unit | 4 | | shall cooperate to provide administrative support to the Panel. | 5 | | Subject to appropriation, the Executive Directors of the | 6 | | Legislative Reference Bureau and the Legislative Research Unit | 7 | | may also employ additional staff to comply with the | 8 | | requirements of this Act. | 9 | | Section 15. Online Portal. The Panel shall create, at the | 10 | | earliest possible date, a system to receive public comment | 11 | | regarding various State laws, rules, and other governing | 12 | | instruments to be considered by the Panel for possible repeal. | 13 | | That system for receiving comments shall include a public | 14 | | online portal that is accessible through the Internet website | 15 | | maintained by the General Assembly. | 16 | | Section 20. Duties. The Panel shall meet once a month at | 17 | | the discretion of the Chairperson to review public comments | 18 | | regarding State laws, rules, and other governing instruments to | 19 | | be repealed. The Panel shall hear the complaints during its | 20 | | next scheduled meeting and the regulating agency shall be asked | 21 | | to testify in favor of the current law, rule, or other | 22 | | governing instrument. The Panel shall then have the ability to | 23 | | keep or remove the law, rule, or other governing instrument in |

| 8 | | Section 30. Rules. The Panel shall adopt any rules that are | 9 | | necessary to implement the requirements of this Act. | 10 | | Section 500. The Legislative Commission Reorganization Act | 11 | | of 1984 is amended by changing Sections 2-1 and 4-2 as follows:

The Joint Committee on Administrative Rules is | 14 | | hereby established
as a legislative support services agency. | 15 | | The Joint Committee on Administrative
Rules is subject to the | 16 | | provisions of this Act and shall perform the powers
and duties | 17 | | delegated to it under "The Illinois Administrative Procedure
| 18 | | Act", as now or hereafter amended, and such other functions as | 19 | | may be provided by law. The Joint Committee on Administrative
| 20 | | Rules shall cooperate with the Regulation Removal Panel to the | 21 | | extent necessary to complete the duties assigned to the | 22 | | Regulation Removal Panel under the Regulation Removal Panel |

| 4 | | Sec. 4-2. Intergovernmental functions. It shall be the | 5 | | function of the
Legislative Research Unit:
| 6 | | (1) To carry forward the participation of this State as | 7 | | a member of
the Council of State Governments.
| 8 | | (2) To encourage and assist the legislative, | 9 | | executive,
administrative and judicial officials and | 10 | | employees of this State to
develop and maintain friendly | 11 | | contact by correspondence, by conference,
and otherwise, | 12 | | with officials and employees of the other States, of the
| 13 | | Federal Government, and of local units of government.
| 14 | | (3) To endeavor to advance cooperation between this | 15 | | State and other
units of government whenever it seems | 16 | | advisable to do so by formulating
proposals for, and by | 17 | | facilitating:
| 18 | | (a) The adoption of compacts.
| 19 | | (b) The enactment of uniform or reciprocal | 20 | | statutes.
| 21 | | (c) The adoption of uniform or reciprocal | 22 | | administrative rules and
regulations.
| 23 | | (d) The informal cooperation of governmental | 24 | | offices with one
another.
| 25 | | (e) The personal cooperation of governmental |

| 1 | | officials and employees
with one another individually.
| 2 | | (f) The interchange and clearance of research and | 3 | | information.
| 4 | | (g) Any other suitable process, and
| 5 | | (h) To do all such acts as will enable this State | 6 | | to do its part in
forming a more perfect union among | 7 | | the various governments in the United
States and in | 8 | | developing the Council of State Governments for that | 9 | | purpose.
| 10 | | (4) To cooperate with the Regulation Removal Panel to | 11 | | the extent necessary to complete the duties assigned to the | 12 | | Regulation Removal Panel under the Regulation Removal | 13 | | Panel Act. | 14 | | (Source: P.A. 93-632, eff. 2-1-04.)
| 15 | | Section 505. The Legislative Reference Bureau Act is | 16 | | amended by adding Section 8 as follows: | 17 | | (25 ILCS 135/8 new) | 18 | | Sec. 8. Cooperation with Regulation Removal Panel. The | 19 | | Legislative Reference Bureau shall cooperate with the | 20 | | Regulation Removal Panel to the extent necessary to complete | 21 | | the duties assigned to the Regulation Removal Panel under the | 22 | | Regulation Removal Panel Act.
