| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of John P. McHugh, M.D. of Rockford, who | 4 | | passed away on December 6, 2014; and
| 5 | | WHEREAS, Dr. John McHugh was born in Brooklyn, New York on | 6 | | May 19, 1923 to John P. and Theresa (nee McDonagh) McHugh; he | 7 | | graduated from St. Michael's High School in Brooklyn in 1942 | 8 | | and attended St. John's University until 1943; he then joined | 9 | | the United States Navy's V-12 College Training Program and was | 10 | | sent to the College of the Holy Cross
in Worcester, | 11 | | Massachusetts in 1944; he was later sent to St. Albans Naval | 12 | | Hospital in New York as a Navy Hospital Corpsman for 6 months; | 13 | | he married Ellen L. McNeil on April 23, 1949 in Belvidere; and
| 14 | | WHEREAS, Dr. John McHugh began attending the University of | 15 | | Illinois College of Medicine in Chicago in January of 1945 and | 16 | | graduated in June of 1948; he completed his internship at St. | 17 | | Francis Hospital in Evanston in 1949; following his internship, | 18 | | he served for a year as a Lt. Junior Grade Officer (Medical | 19 | | Corps) in pulmonary medicine at St. Albans Naval Hospital; he | 20 | | was a general practitioner and family medicine physician in | 21 | | Rockford from 1950 until 1984; he then became vice-president of | 22 | | medical affairs at Rockford Memorial Hospital for 6 years; and

| 1 | | WHEREAS, Dr. John McHugh served as president of the | 2 | | Winnebago County Tuberculosis Association in 1962; he was | 3 | | president of the Rockford Memorial Hospital medical staff in | 4 | | 1963 and of the Winnebago County Medical Society in 1970; he | 5 | | served on the Winnebago County Health Board for 25 years, | 6 | | serving as president of the board in 1973; in the 1970s, he was | 7 | | instrumental in the founding of the Crusader Community Health | 8 | | clinic; he became concerned with the deaths of alcoholics in | 9 | | the city jail and, along with 3 other doctors, served on a jail | 10 | | committee and helped establish the Detox Unit at Rockford | 11 | | Memorial Hospital, which then became the alcohol treatment | 12 | | program, ATEP; he was a Clinical Assistant Professor at the | 13 | | University Of Illinois College of Medicine at Rockford from | 14 | | 1975 to 1996; he was a founding board member of the Northern | 15 | | Illinois AIDS Resource Center and helped organize the Black | 16 | | Health Organization to improve the health of Rockford's black | 17 | | population; and | 18 | | WHEREAS, One of Dr. John McHugh's passions was Rockford | 19 | | Promise, an organization committed to providing scholarships | 20 | | for college education to all Rockford-area public school | 21 | | students; he has received various honors and awards for his | 22 | | commitment to improving the health of infants, the homeless, | 23 | | and low-income people in Winnebago County; in 1992, he was | 24 | | presented the Rockford Register Star's "Excalibur" award, | 25 | | honoring those who have made a difference in their community; |

| 1 | | in 1963, he participated in Dr. Martin Luther King Jr.'s March | 2 | | on Washington; and
| 3 | | WHEREAS, Dr. John McHugh was preceded in death by his | 4 | | parents; his grandson, Brian Thomas Lane; and his sisters, | 5 | | Marguerite Mattson and Eileen Gallagher; and
| 6 | | WHEREAS, Dr. John McHugh is survived by his wife, Ellen; | 7 | | his daughters, Theresa (Lawrence) Palmersheim, Mary Ellen | 8 | | Lane, Eileen (Alan) Huston, and Kathleen Gladys (Gregory) | 9 | | Reese; his sons, John (Charlene) McHugh and Hugh (Lydia) | 10 | | McHugh; his 11 grandchildren, Joseph (Karla), John Thomas, John | 11 | | Michael, Erin, Ellen, Patrick, Joshua, Alyssa, Anna, Amara, and | 12 | | Jacob; and his great-grandchildren, Evelyn and Elise; | 13 | | therefore, be it
| 14 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 15 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 16 | | John P. McHugh, M.D., and extend our sincere condolences to his | 17 | | family, friends, and all who knew and loved him; and be it | 18 | | further
| 19 | | RESOLVED, That a suitable copy of this resolution be | 20 | | presented to the family of Dr. John McHugh as an expression of | 21 | | our deepest sympathy.
