| HB6000 | - 17 - | LRB099 18315 NHT 42689 b
| higher education. However, an applicant may receive a | 2 | | limited Substitute Teaching License without holding a | 3 | | bachelor's degree or higher if he or she will be employed | 4 | | by a specific school district to work each school year for | 5 | | 5 or fewer consecutive days in the same classroom teaching | 6 | | the same group of students and has a high school diploma, | 7 | | valuable work experience as determined by the school | 8 | | district, and a minimum of 60 semester hours of credit from | 9 | | a regionally accredited institution of higher education or | 10 | | he or she meets such other more stringent requirements as | 11 | | the school district may require. | 12 | | Substitute Teaching Licenses are valid for 5 years and | 13 | | may be renewed if the individual has passed a test of basic | 14 | | skills, as authorized under Section 21B-30 of this Code. | 15 | | However, the holder of a limited Substitute Teaching | 16 | | License may have the limited Substitute Teaching License | 17 | | renewed without having passed a test of basic skills. An | 18 | | individual who has passed a test of basic skills for the | 19 | | first licensure renewal is not required to retake the test | 20 | | again for further renewals. | 21 | | Substitute Teaching Licenses are valid for substitute | 22 | | teaching in every county of this State , except that a | 23 | | limited Substitute Teaching License is valid only for | 24 | | substitute teaching in the school district for which the | 25 | | limited Substitute Teaching License was issued . If an | 26 | | individual has had his or her Professional Educator License

| or Educator License with Stipulations suspended or revoked | 2 | | or has not met the renewal requirements for licensure, then | 3 | | that individual is not eligible to obtain a Substitute | 4 | | Teaching License. | 5 | | A substitute teacher may only teach in the place of a | 6 | | licensed teacher who is under contract with the employing | 7 | | board. If, however, there is no licensed teacher under | 8 | | contract because of an emergency situation, then a district | 9 | | may employ a substitute teacher for no longer than 30 | 10 | | calendar days per each vacant position in the district if | 11 | | the district notifies the appropriate regional office of | 12 | | education within 5 business days after the employment of | 13 | | the substitute teacher in the emergency situation. An | 14 | | emergency situation is one in which an unforeseen vacancy | 15 | | has occurred and (i) a teacher is unable to fulfill his or | 16 | | her contractual duties or (ii) teacher capacity needs of | 17 | | the district exceed previous indications, and the district | 18 | | is actively engaged in advertising to hire a fully licensed | 19 | | teacher for the vacant position. | 20 | | There is no limit on the number of days that a | 21 | | substitute teacher may teach in a single school district, | 22 | | provided that no substitute teacher may teach for longer | 23 | | than 90 school days for any one licensed teacher under | 24 | | contract in the same school year. A substitute teacher who | 25 | | holds a Professional Educator License or Educator License | 26 | | with Stipulations shall not teach for more than 120 school
