Amends the Illinois Vehicle Code. Defines "high-end vehicle" as a vehicle having an estimated value of more than $50,000 at the time of initial registration. Provides that an owner of a high-end vehicle may choose to register the vehicle as a high-end vehicle for a fee twice the current standard registration fee. Provides that a high-end vehicle registration exempts the owner from placing a front license plate on the high-end vehicle.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Section 3-413 and by adding Sections 1-125.5 and 3-804.4 as | 6 | | follows: | 7 | | (625 ILCS 5/1-125.5 new) | 8 | | Sec. 1-125.5. High-end vehicle. Any motor vehicle having an | 9 | | estimated value of more than $50,000 at the time of initial | 10 | | registration.

and drive-away permits; registration plate covers. | 14 | | (a) Registration plates issued for a
motor vehicle other | 15 | | than a high-end vehicle with an appropriate rear license plate | 16 | | designation, motorcycle, autocycle, trailer, semitrailer,
| 17 | | truck-tractor, apportioned bus, or apportioned truck shall be | 18 | | attached
thereto, one in the front and one in the
rear. The | 19 | | registration plate issued for a high-end vehicle, motorcycle, | 20 | | autocycle, trailer or
semitrailer required to be registered | 21 | | hereunder and any apportionment
plate issued to a bus under the | 22 | | provisions of this Code shall be attached
to the rear thereof. |

| 1 | | The registration plate issued for a truck-tractor or
an | 2 | | apportioned truck required to be registered hereunder shall be
| 3 | | attached to the front thereof.
| 4 | | (b) Except for vehicles with rear loaded motorized | 5 | | forklifts, every registration plate shall at all times be | 6 | | securely fastened
in a horizontal position to the vehicle for | 7 | | which it is issued so as to
prevent the plate from swinging and | 8 | | at a height of not less than 5
inches from the ground, | 9 | | measuring from the bottom of such plate, in a
place and | 10 | | position to be clearly visible and shall be maintained in a
| 11 | | condition to be clearly legible, free
from any materials that | 12 | | would obstruct the visibility of the plate. A registration | 13 | | plate on a motorcycle may be mounted vertically as long as it | 14 | | is otherwise clearly visible. Registration stickers issued as
| 15 | | evidence of renewed annual registration shall be attached to | 16 | | registration
plates as required by the Secretary of State, and | 17 | | be clearly visible at
all times. For those vehicles with rear | 18 | | loaded motorized forklifts, if the rear plate is securely | 19 | | fastened in a horizontal position as prescribed, the plate and | 20 | | registration sticker shall not be required to be clearly | 21 | | visible at all times as a result of the rear mounted motorized | 22 | | forklift obstructing the view.
| 23 | | (c) Every drive-away permit issued pursuant to this
Code | 24 | | shall
be firmly attached to the motor vehicle in the manner | 25 | | prescribed by the Secretary of State. If a drive-away permit is | 26 | | affixed to a motor vehicle in any other manner the
permit shall |

| 1 | | be void and of no effect.
| 2 | | (d) The Illinois prorate decal issued to a foreign | 3 | | registered
vehicle part of a fleet prorated or apportioned with | 4 | | Illinois, shall be
displayed on a registration plate and | 5 | | displayed on the front of such
vehicle in the same manner as an | 6 | | Illinois registration plate.
| 7 | | (e) The registration plate issued for a camper body mounted | 8 | | on a
truck displaying registration plates shall be attached to | 9 | | the rear of
the camper body.
| 10 | | (f) No person shall operate a vehicle, nor permit the | 11 | | operation of a
vehicle, upon which is displayed an Illinois | 12 | | registration plate, plates
or registration stickers, except as | 13 | | provided for in subsection (b) of Section 3-701 of this Code, | 14 | | after the termination of the registration
period for which | 15 | | issued or after the expiration date set pursuant to
Sections | 16 | | 3-414 and 3-414.1 of this Code.
| 17 | | (g) A person may not operate any motor vehicle that is | 18 | | equipped with registration plate covers. A violation of this | 19 | | subsection (g) or a similar provision of a local ordinance is | 20 | | an offense against laws and ordinances regulating the movement | 21 | | of traffic. | 22 | | (h) A person may not sell or offer for sale a registration | 23 | | plate cover. A violation of this subsection (h) is a business | 24 | | offense. | 25 | | (i) A person may not advertise for the purpose of promoting | 26 | | the sale of registration plate covers. A violation of this |

| 1 | | subsection (i) is a business offense. | 2 | | (j) A person may not modify the original manufacturer's | 3 | | mounting location of the rear registration plate on any vehicle | 4 | | so as to conceal the registration or to knowingly cause it to | 5 | | be obstructed in an effort to hinder a peace officer from | 6 | | obtaining the registration for the enforcement of a violation | 7 | | of this Code, Section 27.1 of the Toll Highway Act concerning | 8 | | toll evasion, or any municipal ordinance. Modifications | 9 | | prohibited by this subsection (j) include but are not limited | 10 | | to the use of an electronic device. A violation of this | 11 | | subsection (j) is a Class A misdemeanor. | 12 | | (Source: P.A. 98-777, eff. 1-1-15; 98-1103, eff. 1-1-15; 99-68, | 13 | | eff. 1-1-16; 99-78, eff. 7-20-15 .) | 14 | | (625 ILCS 5/3-804.4 new) | 15 | | Sec. 3-804.4. High-end vehicles. An owner of a high-end | 16 | | vehicle, as defined under Section 1-125.5, may register the | 17 | | vehicle as a high-end motor vehicle for twice the current | 18 | | annual registration fee amount under Section 3-806 and shall | 19 | | receive a special plate designation. This designation shall | 20 | | exempt the vehicle from the front license plate requirement | 21 | | under subsection (a) of Section 3-413. The Secretary may, in | 22 | | the Secretary's discretion, prescribe that the plates be issued | 23 | | for a definite or indefinite term, corresponding to the term of | 24 | | registration plates issued generally under Section 3-414.1.
