Amends the State Property Control Act. Provides that all proceeds received by the Department of Central Management Services under the Act from the sale of vehicles operated by the Secretary of State Department of Police, except for a $500 handling fee to be retained by the Department for each vehicle sold, shall be deposited into the Secretary of State Police Services Fund for, subject to appropriation, the maintenance and operation of vehicles for the Department of Police. Amends the Illinois Vehicle Code. Provides that if the Secretary of State Department of Police is required to inspect, create, and stamp a vehicle identification number on a specially constructed, reconstructed, or foreign vehicle, then the owner of the vehicle shall pay a $50 service fee to be deposited into the Secretary of State Police Services Fund to assist in covering the costs of inspecting and processing the vehicle. Provides that if, upon notification by a law enforcement agency that a vehicle does not have valid Illinois registration or reciprocal foreign registration, the Secretary of State Department of Police is required to issue valid Illinois registration, then a $125 service fee shall be collected in addition to any other required registration fees. The $125 service fee shall be deposited into the Secretary of State Police Services Fund. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The State Property Control Act is amended by | 5 | | changing Section 7b as follows:

| 7 | | Sec. 7b. Maintenance and operation of State Police and | 8 | | Secretary of State Police vehicles. | 9 | | (a) All proceeds received by the Department
of Central | 10 | | Management Services under this Act from the sale of vehicles
| 11 | | operated
by the Department of State Police, except for a $500 | 12 | | handling fee
to be
retained by the Department of Central | 13 | | Management Services for each vehicle
sold, shall be deposited

State treasury. All moneys in the State | 21 | | Police Vehicle Maintenance Fund, subject to
appropriation, | 22 | | shall be used by the Department of State Police for the | 23 | | maintenance and operation of vehicles for
that Department.

| 17 | | Sec. 3-406. Application for specially constructed, | 18 | | reconstructed, custom, street rod, foreign vehicles, or glider | 19 | | kits. | 20 | | (a) In the event the vehicle to be registered is a | 21 | | specially
constructed, reconstructed or foreign vehicle, such | 22 | | fact shall be stated in
the application and with reference to | 23 | | every foreign vehicle which has been
registered heretofore | 24 | | outside of this State the owner shall surrender to

| 1 | | Secretary of State all registration plates, registration cards | 2 | | or other
evidence of such foreign registration as may be in his | 3 | | possession or under
his control except as provided in | 4 | | subdivision (b) hereof.
| 5 | | (b) Where in the course of interstate operation of a | 6 | | vehicle registered
in another State, it is desirable to retain | 7 | | registration of said vehicle in
such other State, such | 8 | | applicant need not surrender but shall submit for
inspection | 9 | | said evidences of such foreign registration and the Secretary | 10 | | of
State upon a proper showing shall register said vehicle in | 11 | | this State but
shall not issue a certificate of title for such | 12 | | vehicle.
| 13 | | (c) In the event the applicant seeks to have the vehicle | 14 | | registered as a custom vehicle or street rod, that fact must be | 15 | | stated in the application. Prior to registration, custom | 16 | | vehicles or street rods must be inspected by the Secretary of | 17 | | State Department of Police. Upon successful completion of the | 18 | | inspection, the vehicle may be registered in the following | 19 | | manner. The make of the vehicle shall be listed as the make of | 20 | | the actual vehicle or the make it is designed to resemble | 21 | | (e.g., Ford or Chevrolet); the model of the vehicle shall be | 22 | | listed as custom vehicle or street rod; and the year of the | 23 | | vehicle shall be listed as the year the actual vehicle was | 24 | | manufactured or the year it is designed to resemble. | 25 | | (d) In the event the applicant seeks to have the vehicle | 26 | | registered as a glider kit, that fact must be stated in the |

Each glider kit sought to be registered shall be | 2 | | inspected by the Secretary of State Department of Police who | 3 | | shall verify the chassis, cab, front axle, and other essential | 4 | | parts as acceptable. Upon successful completion of the | 5 | | inspection, the vehicle may be registered in the following | 6 | | manner: (1) the make of the vehicle shall be listed as the make | 7 | | of the chassis of the actual manufacturer; (2) the model of the | 8 | | vehicle shall be listed as glider kit; and (3) the year of the | 9 | | vehicle shall be listed as the year presented on the | 10 | | manufacturer's certificate of origin for the chassis, unless no | 11 | | year is presented, then it shall be listed as the year the | 12 | | application is received. | 13 | | (e) If the Secretary of State Department of Police is | 14 | | required to inspect, create, and stamp a vehicle identification | 15 | | number on a specially constructed, reconstructed, or foreign | 16 | | vehicle, then the owner of the vehicle shall pay a $50 service | 17 | | fee to be deposited into the Secretary of State Police Services | 18 | | Fund to assist in covering the costs of inspecting and | 19 | | processing the vehicle. | 20 | | (Source: P.A. 99-748, eff. 8-5-16.)

goods, wares, merchandise, or for |

vehicles of the first | 2 | | division which have been remodelled and are being
used for such | 3 | | purposes; and all owners of motor vehicles operated as truck
| 4 | | tractors to the weights of which are added to the gross weights | 5 | | of
semitrailers with their maximum loads when drawn by such | 6 | | truck tractors;
and all owners of vehicles of the second | 7 | | division which are used for
carrying more than 10 persons, | 8 | | shall pay to the Secretary of State for each
registration year, | 9 | | for the use of the public highways of this State, a
| 10 | | registration fee of $10 for each such vehicle, which shall be | 11 | | collected as part of the flat weight tax assessed under Section | 12 | | 3-815 of this Code. A self-propelled vehicle
operated as a | 13 | | truck tractor and one semitrailer or a combination of a truck
| 14 | | tractor and semitrailer drawing a trailer or a semitrailer | 15 | | converted to a
trailer through use of an auxiliary axle or any | 16 | | combination of apportioned
vehicles shall be considered as one | 17 | | vehicle in computing the flat weight
taxes under Section 3-815. | 18 | | If, upon notification by a law enforcement agency that a | 19 | | vehicle does not have valid Illinois registration or reciprocal | 20 | | foreign registration, the Secretary of State Department of | 21 | | Police is required to issue valid Illinois registration along | 22 | | the highways of this State, then a $125 service fee shall be | 23 | | collected in addition to any other required registration fees. | 24 | | The $125 service fee shall be deposited into the Secretary of | 25 | | State Police Services Fund.
