| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Dr. John F. "Jack" Gilligan of | 4 | | Groveland, who passed away on December 15, 2023; and | 5 | | WHEREAS, Dr. Gilligan was born to John and Eve Gilligan in | 6 | | Gloucester, Massachusetts on August 2, 1938; he earned degrees | 7 | | and certifications from Stonehill College, the University of | 8 | | Anger, France, Fairfield University, the University of Idaho, | 9 | | and the University of Illinois School of Medicine, Chicago; he | 10 | | completed advanced studies at the University of Paris, the | 11 | | Pontifical Gregorian University, Rome, the University of | 12 | | Maine, and the University of Wisconsin; he married Diana Jean | 13 | | on December 15, 1978; and | 14 | | WHEREAS, Dr. Gilligan was a licensed clinical psychologist | 15 | | who maintained a private clinical practice; he also worked as | 16 | | an assistant professor and associate director at the | 17 | | University of Idaho; he later became the chief clinical | 18 | | psychologist and director of Clinical Services at the Tazwood | 19 | | Center for Human Services in Pekin, Illinois; he became | 20 | | executive director of the Human Service Center in Peoria in | 21 | | 1979, serving in this role until 1987; he then worked as the | 22 | | president and chief executive officer of Fayette Companies and | 23 | | its seven subsidiaries until his retirement in 2004; he |

| 1 | | returned to this role for a brief period in 2013, retiring in | 2 | | 2014; he was dedicated to serving those in central Illinois | 3 | | afflicted with mental health illness and drug and alcohol | 4 | | addiction; and | 5 | | WHEREAS, Dr. Gilligan developed a combination of | 6 | | non-for-profit and for-profit enterprises and was chairman of | 7 | | many local boards; he was a founding member and past | 8 | | vice-chairman of the Leadership Development Center, where he | 9 | | provided managerial training and consultation to managers | 10 | | representing more than 200 of the Fortune 500 corporations; he | 11 | | was a board member and vice president of the Drug Prevention | 12 | | Network of the Americas; he was appointed by two governors to | 13 | | the Illinois State Advisory Council on Alcoholism and Other | 14 | | Drug Dependency, and he served as chairman of its Prevention | 15 | | Committee; through Fayette Companies, he created the John F. | 16 | | Gilligan Community-Based Psychiatry Fund in order to fulfill | 17 | | his dream of utilizing funds his company generated to improve | 18 | | the lives of those in central Illinois through the creation of | 19 | | a national model to dramatically change behavioral health | 20 | | care; and | 21 | | WHEREAS, Dr. Gilligan published numerous professional | 22 | | research articles and presentations; he was the author of The | 23 | | Soul of America: Essays on the Fourth of July and The American | 24 | | Revolution 1607-1801: A Cultural History for Teachers, |

| 1 | | Parents, and Children; he co-authored The Library of Congress: | 2 | | An Embodiment of the American Identity with Congressman Ray | 3 | | LaHood and The Adversity Challenge with Charles Stoner; more | 4 | | than 200 of his editorials, essays, and comments appeared in | 5 | | the Peoria Journal Star, the Chicago Tribune, the Chicago Sun | 6 | | Times, and the Wall Street Journal; and | 7 | | WHEREAS, Dr. Gilligan received countless awards, | 8 | | recognitions, and proclamations throughout his life; he was | 9 | | recognized locally, nationally, and globally; and | 10 | | WHEREAS, Dr. Gilligan enjoyed reading, writing, running, | 11 | | spending time with family, speaking Italian with his grandson, | 12 | | and traveling; he was a true renaissance man, a seeker of | 13 | | knowledge and truth, a man of conviction and virtue, a | 14 | | community builder, and a lifelong learner; he made even the | 15 | | most mundane activities fun and created deep connections with | 16 | | those around him; and | 17 | | WHEREAS, Dr. Gilligan was preceded in death by his parents | 18 | | and his wife; and | 19 | | WHEREAS, Dr. Gilligan is survived by his daughter, Debbie | 20 | | (Steve) Martin; his grandchildren, Michael Baugh, Connor James | 21 | | Martin, and Megan Martin; his aunt, Kate (Ted) Langs; and his | 22 | | nephews, Michael (Kim) Langs and Ted (Lois) Langs; therefore, |
