| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives were deeply saddened to learn of the death of | 4 |
| Joseph Howard Haley of Chicago, the founder and executive | 5 |
| director of Jackie Robinson West Little League, on June 13, | 6 |
| 2005; and
| 7 |
| WHEREAS, Mr. Haley was born October 24, 1933, in Enoch, | 8 |
| Louisiana, the only child of Lucille Bailey Clark and Mayshell | 9 |
| Clark; and
| 10 |
| WHEREAS, He was a member of Metropolitan Baptist Church in | 11 |
| Bogalusa, Louisiana; he later joined Beth Eden Baptist Church | 12 |
| in Chicago; and
| 13 |
| WHEREAS, At Central High School, Joseph Haley was an honor | 14 |
| student and president of the student council and enjoyed | 15 |
| playing basketball and baseball; he had a passion for sports | 16 |
| from an early age and was committed to a lifetime of playing | 17 |
| sports and organizing and managing teams; after graduating, he | 18 |
| received a basketball scholarship to Grambling State | 19 |
| University but chose to enlist in the U.S. Air Force; after his | 20 |
| tour of duty, he enrolled in Grambling State University and | 21 |
| received a B.S. degree in physical education; he later | 22 |
| graduated from DePaul University with a M.A. degree in | 23 |
| Administration and Guidance; and
| 24 |
| WHEREAS, He married Annie Brown and they had three | 25 |
| children, William, Richard (deceased), and Joseph; and
| 26 |
| WHEREAS, He was employed by the Chicago Board of Education; | 27 |
| in 1971, he founded the Jackie Robinson West Little League | 28 |
| (JRW), a world-class youth program that has been a gateway for | 29 |
| wholesome recreation, positive influence, leadership training, | 30 |
| and self-confidence for thousands of youth; over the last 35 |

| years, Joseph Haley led JRW to 18 State Championships, | 2 |
| participated in five World Series Championships, one United | 3 |
| States Championship, seven Regional Championships, and won | 4 |
| over 75 District 4 Championships; and
| 5 |
| WHEREAS, His devotion, determination, love, passion, | 6 |
| loyalty, guidance, never-quit spirit, and the legacy he | 7 |
| established and the impact he made in the lives of so many will | 8 |
| be forever remembered; and
| 9 |
| WHEREAS, The passing of Joseph Howard Haley is felt by all | 10 |
| who knew and loved him, especially his wife of 43 years and 10 | 11 |
| months, Annie; his children, William (Sharon) and Joseph Glenn | 12 |
| (Rona); his grandchildren, Jessica, Jazmine, Adam, and Joshua; | 13 |
| his adopted sister, Rosemarie Ingram; his brothers-in-law and | 14 |
| sisters-in-law, Veola, Earl (Sherman), Hazel (Dennis), Gloria | 15 |
| (Melvin), and Edward (Mary); his 14 nieces and nephews, his 15 | 16 |
| great-nieces and nephews; his many cousins and other relatives | 17 |
| and friends; his Jackie Robinson West family; and his team, the | 18 |
| Little League Dodgers; therefore, be it
| 19 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 20 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 21 |
| we mourn the passing of Joseph Howard Haley and extend to his | 22 |
| family and friends our thoughts and prayers during this | 23 |
| difficult time; and be it further
| 24 |
| RESOLVED, That a suitable copy of this resolution be | 25 |
| presented to his family as an expression of our deepest | 26 |
| sympathy.
