| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, 32,909 Americans with intellectual and | 3 | | developmental disabilities (ID/DD) lived in 162 large, | 4 | | state-operated facilities - with 16 beds or more - in 42 states | 5 | | as of June 30, 2009; and
| 6 | | WHEREAS, Persons with ID/DD have a fundamental right to be | 7 | | given a choice in services that provide respect and dignity; | 8 | | and
| 9 | | WHEREAS, Persons with ID/DD have the right to live in the | 10 | | least restrictive environment consistent with Olmstead v. | 11 | | L.C., 527 U.S. 581 (1999); and
| 12 | | WHEREAS, Individuals with ID/DD living in integrated | 13 | | community settings are afforded an improved quality of life and | 14 | | higher level of personal independence; and
| 15 | | WHEREAS, It is cost effective to move persons with ID/DD | 16 | | from large, state-operated facilities to home and | 17 | | community-based services (HCBS) waiver settings; and
| 18 | | WHEREAS, Average costs in 2009 totaled $196,735 per | 19 | | person/per year in state-operated facilities, versus $43,969 | 20 | | per person/per year in HCBS waiver settings, a 77.7% cost |

| 2 | | WHEREAS, The federal government provides funding to assist | 3 | | in moving persons with ID/DD from state-operated facilities to | 4 | | HCBS waiver settings; and
| 5 | | WHEREAS, 10 states, plus the District of Columbia, have | 6 | | already closed their large state-operated facilities for | 7 | | Americans with ID/DD; therefore, be it
| 8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 9 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 10 | | Illinois in 2012 takes action in a caring, comprehensive manner | 11 | | to transition State-operated facilities for persons with | 12 | | intellectual and developmental disabilities as appropriate, | 13 | | and to ensure care in the least restrictive environment; and be | 14 | | it further
| 15 | | RESOLVED, That suitable copies of this resolution be | 16 | | presented to the Governor, to the Secretary of the Department | 17 | | of Human Services, and to members of the Illinois Congressional | 18 | | delegation.
