| 1 | | HOUSE JOINT RESOLUTION
| 2 | | WHEREAS, The State of Illinois has recently become a | 3 | | negative growth state, losing more residents than it takes in; | 4 | | and
| 5 | | WHEREAS, In 2014, around 94,000 Illinois residents moved | 6 | | out to other U.S. states and other parts of the world; and
| 7 | | WHEREAS, There are a variety of reasons for which | 8 | | Illinoisans might want to move elsewhere, including extended | 9 | | family persuasion, economic opportunity, political | 10 | | environment, and preferred climates; and
| 11 | | WHEREAS, There are many reasons as to why many Illinois | 12 | | residents remain in the State, notwithstanding family history, | 13 | | economic opportunities, world-class cities, historic sites, | 14 | | and natural sites; and
| 15 | | WHEREAS, It is still not certain as to why many Illinois | 16 | | residents are leaving our State; a survey could help Illinois | 17 | | legislators address the issues that are most determinant in | 18 | | influencing Illinois residents to move elsewhere; therefore, | 19 | | be it

| 1 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 2 | | SENATE CONCURRING HEREIN, that we urge the Illinois Department | 3 | | of Commerce and Economic Opportunity to create and distribute a | 4 | | survey for the purposes of identifying the main reasons for | 5 | | which Illinois residents choose to leave our State; and be it | 6 | | further
| 7 | | RESOLVED, That we urge the Department to make a reasonable | 8 | | attempt to have former Illinois residents fill out this survey | 9 | | so as to understand their decision to move out and to utilize | 10 | | cost-free online survey websites to create an inexpensive | 11 | | survey of this kind; and be it further | 12 | | RESOLVED, That we urge the Department to provide survey | 13 | | results to the General Assembly by December 1, 2016; and be it | 14 | | further | 15 | | RESOLVED, That suitable copies of this resolution be | 16 | | delivered to Governor Bruce Rauner, Speaker of the House | 17 | | Michael J. Madigan, Senate President John J. Cullerton, and | 18 | | Department of Commerce and Economic Opportunity Director Jim | 19 | | Schultz.
