| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Franklin Delano Bell of Milan, who passed | 4 | | away on July 28, 2015; and
| 5 | | WHEREAS, Franklin Bell was born in Savanna on January 3, | 6 | | 1937 to Henry J. and Estella E. (nee Farrell) Bell; he | 7 | | graduated from Savanna High School and St. Ambrose College in | 8 | | Davenport, Iowa; he served in the United States Army at Fort | 9 | | Carson, Colorado as part of a USAR Control Training Group; he | 10 | | married Constance Bower on September 30, 1972; and
| 11 | | WHEREAS, Franklin Bell was a Certified Life Underwriter for | 12 | | the Metropolitan Life Company; after retiring from | 13 | | Metropolitan, he served for over 12 years as the Executive | 14 | | Director of Rock Island Clean and Beautiful; and
| 15 | | WHEREAS, Franklin Bell was a member of Rock Island's Sacred | 16 | | Heart Church, a life-member of the Rock Island Evening Lions | 17 | | Club, and a member and Past-President of Metropolitan Life | 18 | | Veterans Association; he was a member and Past-President of the | 19 | | AACA/Mississippi Valley Antique Automobile Club of America; he | 20 | | was also a member of the National Rifle Association; and
| 21 | | WHEREAS, Franklin Bell was preceded in death by his |

| 1 | | parents; his 4 brothers, Charles Bedford and Robert, James, and | 2 | | Carl Bell; his 4 sisters, Doris, Mary, Evelyn, and Ferolee | 3 | | Bell; and his in-laws, Ed French, Sally Bell, and Josie | 4 | | Bedford; and
| 5 | | WHEREAS, Franklin Bell is survived by his wife, Constance; | 6 | | his sons, Scott Bell and Franklin T. (MeOsha) Bell; his | 7 | | stepchildren, Tina Bower, Tami (Steve) Schmidt, Tony Bower, and | 8 | | Frank T. (Lisa) Bower; his 10 grandchildren; his 5 | 9 | | great-grandchildren; his sister, Ruth French; his brother, | 10 | | Wilmer (Marge) Bell; his sister-in-law, Nancy Bell; and many | 11 | | wonderful nieces and nephews; therefore, be it
| 12 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 13 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 14 | | Franklin Delano Bell, and extend our sincere condolences to his | 15 | | family, friends, and all who knew and loved him; and be it | 16 | | further
