| HOUSE RESOLUTION

| WHEREAS, The members of the House of Representatives of the | 3 |
| State of Illinois are pleased to congratulate Steven K. Hartman | 4 |
| as he retires as director of the Skokie Park District; and
| 5 |
| WHEREAS, Mr. Hartman graduated from Indiana State | 6 |
| University in Terre Haute, Indiana, with a Bachelor of Science | 7 |
| in recreation and parks administration in 1970; he served as | 8 |
| the program director for the Wiconico County Recreation | 9 |
| Commission in Salisbury, Maryland, from 1970 to 1972; from 1972 | 10 |
| to 1993, he was director of the Lisle Park District, where he | 11 |
| managed a multi-million dollar budget; and | 12 |
| WHEREAS, In 1993, Mr. Hartman became director of the Skokie | 13 |
| Park District; during his tenure, many parks were renovated and | 14 |
| maintenance storage was expanded; with the momentum created by | 15 |
| a redevelopment program, the district, along with the | 16 |
| assistance of a Citizens Advisory Committee held public | 17 |
| hearings and neighborhood forums specifically targeted to the | 18 |
| redevelopment of the indoor community centers and outdoor | 19 |
| pools; in 1995, the Weber Leisure Center opened, including a | 20 |
| gym, fitness center, running track, numerous multi-purpose | 21 |
| programming rooms, and the administrative headquarters of the | 22 |
| district; and
| 23 |
| WHEREAS, Under the leadership of Mr. Hartman, the district | 24 |
| opened several new facilities, including the Devonshire | 25 |
| Aquatic Center, a new day care center, an artificial outdoor | 26 |
| ice rink, a teen center called "The Spot", Sports Park, and the | 27 |
| Thomas J. Dammrich Rowing Center; and
| 28 |
| WHEREAS, Mr. Hartman is a member of several professional | 29 |
| organizations, including the National Recreation and Park | 30 |
| Association, where he served on the Board of Trustees from 1997 | 31 |
| to 2004; the Great Lakes Regional Council, where he was |

| chairman in 1992; the Illinois Park and Recreation Association; | 2 |
| the Suburban Park and Recreation Association; the Midwest Park | 3 |
| Institute; and the Park District Risk Management Association | 4 |
| Board of Directors, where he served as chairman in 1988 and | 5 |
| 1989; and

| WHEREAS, Mr. Hartman has been recognized for his efforts in | 7 |
| the park district arena; in 1978, he was in Who's Who - | 8 |
| Outstanding Young Men in America; he was a recipient of the | 9 |
| President's Award from the Illinois Park and Recreation | 10 |
| Association in 1985; he received a Meritorious Service Award | 11 |
| from the Illinois Park and Recreation Association in 1992; he | 12 |
| was chosen to receive the Great Lakes Regional Council Service | 13 |
| Award from the National Recreation and Park Association in | 14 |
| 1992; and he received the Fellow Award from the Illinois Park | 15 |
| and Recreation Association in 1993; and | 16 |
| WHEREAS, In 1995, and 1996, the Skokie Park District was | 17 |
| recognized by the National Parks and Recreation Association | 18 |
| (NRPA) as a finalist for the Gold Medal Award; in 1996, the | 19 |
| district received the Distinguished Park and Recreation Agency | 20 |
| Certification from the Joint Illinois Parks and Recreation | 21 |
| Association and Illinois Association of Park Districts | 22 |
| accreditation committee; in 1997, the district won the Gold | 23 |
| Medal Award for Excellence in Park and Recreation Management; | 24 |
| therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 26 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 27 |
| congratulate Steven K. Hartman as he retires as director of the | 28 |
| Skokie Park District; and be it further
| 29 |
| RESOLVED, That a suitable copy of this resolution be | 30 |
| presented to Steven K. Hartman as an expression of our respect | 31 |
| and esteem.
