| SENATE RESOLUTION

| WHEREAS, The members of the Illinois Senate are saddened to | 3 |
| learn of the death of
Herbert Heaton of Peoria, who passed away | 4 |
| on November 30, 2008; and
| 5 |
| WHEREAS, Herbert Heaton was born on January 5, 1919 in | 6 |
| Cliffside Park, New Jersey; he attended public schools in | 7 |
| Elizabeth, New Jersey and Dartmouth College for two years | 8 |
| before transferring to Columbia University, where he received | 9 |
| his bachelor's degree in 1940 and his master's degree in 1947; | 10 |
| in 1975, he received his Ph.D. from the Union Graduate School, | 11 |
| now the Union Institute and University; and
| 12 |
| WHEREAS, Herbert Heaton served his country with pride and | 13 |
| distinction in the United States Navy from September of 1941 | 14 |
| until December of 1945, achieving the rank of lieutenant | 15 |
| commander; and
| 16 |
| WHEREAS, As a Certified Public Accountant, Herbert Heaton | 17 |
| served as partner in major and small accounting firms in New | 18 |
| York City before becoming comptroller of The Rockefeller | 19 |
| Foundation and later a research professor at Skidmore College; | 20 |
| and
| 21 |
| WHEREAS, Herbert Heaton was the author of five books, |

| including "Integrated Auditing", "Productivity in Service | 2 |
| Organizations: Organizing for People", and "Running Nonprofit | 3 |
| Organizations: Fifteen Essential Steps and Concepts for Board | 4 |
| Members and Managers"; and | 5 |
| WHEREAS, Herbert Heaton was the pioneer of the notion of | 6 |
| health insurance coverage for second opinions and devised a | 7 |
| concept for indexing pensions to the rate of inflation; he | 8 |
| eventually implemented the indexed pension at The Rockefeller | 9 |
| Foundation and an editorial in The New York Times called it "A | 10 |
| Promising Pension Rescue Scheme"; and
| 11 |
| WHEREAS, Herbert Heaton and his wife were co-recipients of | 12 |
| the Arizona Education Association Civil and Human Rights Award | 13 |
| in 2003; they were co-recipients of an environmental award from | 14 |
| the state of New York for conservation work on their property | 15 |
| in the Catskill Mountains; they were also co-founders of the | 16 |
| Willowemoc Land Conservancy and Support Services Alliance, a | 17 |
| membership organization providing group contracts and services | 18 |
| for entrepreneurs; and | 19 |
| WHEREAS, In recent years, Herbert Heaton worked on a | 20 |
| preamble for the Arizona State Constitution which he hoped | 21 |
| other state legislatures would also adopt; he believed that a | 22 |
| meaningful preamble would set forth the overarching mission of | 23 |
| government as focusing on the basic human rights and well-being |

| of people by ensuring universal access to infrastructure that | 2 |
| enables all people to be productive, infrastructure that would | 3 |
| include, but not be limited to, systems of agriculture and food | 4 |
| distribution, banking, communication, construction, education | 5 |
| and children services, energy, health care, and | 6 |
| transportation; and
| 7 |
| WHEREAS, Herbert Heaton was preceded in death by his wife | 8 |
| of 61 years, Olga; and | 9 |
| WHEREAS, Herbert Heaton is survived by his daughters, Clare | 10 |
| Howard, Pauline Baker, and Frances Manning, and his four | 11 |
| grandchildren; therefore, be it
| 12 |
| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | 13 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | 14 |
| his family and friends, the passing of Herbert Heaton; and be | 15 |
| it further
| 16 |
| RESOLVED, That a suitable copy of this resolution be | 17 |
| presented to the family of Herbert Heaton as an expression of | 18 |
| our sympathy.
