| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Dwain P. | 4 | | Williams of Chicago, who passed away on December 3, 2020 at the | 5 | | age of 65; and
| 6 | | WHEREAS, Dwain Williams was born in Chicago to James and | 7 | | Vivian L. Williams; he was affectionately known to many as | 8 | | "TC"; he attended Altgeld Elementary School and Harper High | 9 | | School; he served in the U.S. Army starting in 1976; he served | 10 | | as a wire systems installer and operator in numerous duty | 11 | | stations around the world, with his last duty station being the | 12 | | 501st Signal Battalion of the 101st Airborne Assault Division; | 13 | | following active duty, he served in the U.S. Army Reserves for | 14 | | two years while attending college; he was meritoriously | 15 | | decorated and received several commendations, including expert | 16 | | badges for M16 rifle/sharpshooter and hand grenade; over the | 17 | | course of his life, he acquired four degrees and over 80 | 18 | | certifications in numerous mathematical, scientific, and | 19 | | independent studies; and
| 20 | | WHEREAS, Dwain Williams began his 26-year career with the | 21 | | Chicago Fire Department in December 1992; he was assigned to | 22 | | Engine 122; he served as an Emergency Medical Technician and a | 23 | | CAD Computer Instructor; he was a part of Command Van-274 and |

| 1 | | the Hazardous Incident Team/5-1-1; he taught Response to | 2 | | Terrorism Basic Concepts as a Chicago Fire Academy instructor; | 3 | | he was promoted to fire engineer in 2005; he was promoted to | 4 | | lieutenant in 2011; he completed his work for the City of | 5 | | Chicago as a fire tactical desk and watch officer in the Office | 6 | | of Emergency Management and Communications; he retired in 2017; | 7 | | during his career, he was honored with countless accolades and | 8 | | awards; and
| 9 | | WHEREAS, Dwain Williams mentored many at-risk youth in his | 10 | | community for over 10 years; he served as an instructor with | 11 | | the Chicago Park District, working to mold young minds; he also | 12 | | served as a computer and physical education teacher at St. | 13 | | Philip Neri School; his mission was to save as many young lives | 14 | | as he could reach; and
| 15 | | WHEREAS, Dwain Williams was an active member of the | 16 | | American Legion; he committed to his faith at a young age and | 17 | | previously attended the Harris Temple AOH Church of God In | 18 | | Christ and Mount Vernon Church, where he developed a passion | 19 | | for basketball, music, and acting; he played with many bands, | 20 | | including The Rams and Mixed Nutz; he loved mathematics, | 21 | | science, and technology; he was an avid chessman; he enjoyed | 22 | | fishing and relaxing on the water; and
| 23 | | WHEREAS, Dwain Williams was a passionate and supportive |

| 1 | | husband and father; he set an extraordinary standard for his | 2 | | children regarding love, education, civic responsibility, the | 3 | | importance of a work ethic, unity, peace, and commitment to the | 4 | | betterment of humanity; he instilled the importance of | 5 | | self-worth, self-expression, confidence, and hard work in his | 6 | | children, grandchildren, and great-grandchildren; he will be | 7 | | remembered for his courage and exemplifying what it means to be | 8 | | a hero; his legacy will live on; and
| 9 | | WHEREAS, Dwain Williams was preceded in death by his | 10 | | parents; and
| 11 | | WHEREAS, Dwain Williams is survived by his wife, Karen | 12 | | Armstrong-Williams; his four children, Tarmarcea (Chalil), | 13 | | Kenya (Carlos), Diona, and Dakeeda (Quintin); his godson, | 14 | | Erick; his brother, Keith (Jacqueline); his sister, Anunka | 15 | | (Stanley); his special sister-in-law, Linda; his | 16 | | grandchildren, Chail, Chailzon Sr., Chatari, Chabreel, | 17 | | Charity, Mi'chelle, Michael Jr., Jordan, and Zion; his six | 18 | | great-grandchildren; and a host of nieces, nephews, cousins, | 19 | | friends, and colleagues; therefore, be it
| 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 21 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 22 | | we mourn the passing of Dwain P. Williams and extend our | 23 | | sincere condolences to his family, friends, and all who knew |
