| 2 | | WHEREAS, Every child deserves a safe and stable place to | 3 | | call home; and
| 4 | | WHEREAS, Many children across the state experience abuse | 5 | | or neglect from their homes; and
| 6 | | WHEREAS, The protection of children from physical, | 7 | | emotional, and sexual abuse, exploitation, and neglect is at | 8 | | the core of the duties and fundamental responsibilities of the | 9 | | State; and
| 10 | | WHEREAS, Children's Advocacy Centers (CACs) and Court | 11 | | Appointed Special Advocates for Children (CASAs) are essential | 12 | | to providing formal, comprehensive, integrated, and | 13 | | multifaceted approaches to cases of child abuse and neglect; | 14 | | and
| 15 | | WHEREAS, It is important that each CAC and CASA receive | 16 | | the funding they need to properly respond to cases of child | 17 | | abuse and neglect; therefore, be it
| 18 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that the Task Force on | 20 | | Children Advocacy Centers and Court Appointed Special |

| 1 | | Advocates for Children Funding is created to ensure that each | 2 | | CAC and CASA facility receives adequate funding to respond to | 3 | | the number and severity of child abuse and neglect cases in | 4 | | their respective jurisdictions; and be it further | 5 | | RESOLVED, That the Task Force shall be comprised of the | 6 | | following 14 members, who shall serve without compensation: | 7 | | (1) One member of the Illinois Senate appointed by the | 8 | | Senate President; | 9 | | (2) One member of the Illinois Senate appointed by the | 10 | | Senate Minority Leader; | 11 | | (3) The Illinois Attorney General or his or her | 12 | | designee; | 13 | | (4) The Executive Director of the Illinois Office of | 14 | | Management and Budget or his or her designee; | 15 | | (5) The Director of the Department of Children and | 16 | | Family Services or his or her designee; | 17 | | (6) The Executive Director of The Children's Advocacy | 18 | | Centers of Illinois or his or her designee; | 19 | | (7) The Executive Director of the Illinois Association | 20 | | of Court Appointed Special Advocates or his or her | 21 | | designee; | 22 | | (8) The Executive Director of the Illinois Criminal | 23 | | Justice Information Authority or his or her designee; | 24 | | (9) The Executive Director of an urban, accredited | 25 | | Children's Advocacy Center, appointed by the Senate |

| 1 | | President; | 2 | | (10) The Executive Director of a suburban, accredited | 3 | | Children's Advocacy Center, appointed by the Senate | 4 | | President; | 5 | | (11) The Executive Director of a rural, accredited | 6 | | Children's Advocacy Center, appointed by the Senate | 7 | | President; | 8 | | (12) The Executive Director of an urban county Court | 9 | | Appointed Special Advocates Center, appointed by the | 10 | | Senate President; | 11 | | (13) The Executive Director of a suburban county Court | 12 | | Appointed Special Advocates Center, appointed by the | 13 | | Senate President; and | 14 | | (14) The Executive Director of a rural county Court | 15 | | Appointed Special Advocates Center, appointed by Illinois | 16 | | Senate President; and be it further | 17 | | RESOLVED, That the Senate President shall designate a | 18 | | chair and vice-chair from among the Task Force members; and be | 19 | | it further | 20 | | RESOLVED, That the Department of Children and Family | 21 | | Services shall provide administrative support for the Task | 22 | | Force; and be it further | 23 | | RESOLVED, That the Task Force shall meet over the course |

| 1 | | of 2022 at the discretion of the chair and shall submit a final | 2 | | report to the General Assembly by December 31, 2022, which | 3 | | shall include a fair funding formula for CACs and CASAs | 4 | | throughout the state; and be it further | 5 | | RESOLVED, That upon the filing of its final report, the | 6 | | Task Force is dissolved; and be it further
| 7 | | RESOLVED, That suitable copies of this resolution be | 8 | | delivered to the Senate President, the Senate Minority Leader, | 9 | | the Executive Director of the Illinois Office of Management | 10 | | and Budget, the Director of the Department of Children and | 11 | | Family Services, and the Illinois Attorney General.
