| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, Our State's continuing efforts to address the | 3 | | critical issues of safety, energy efficiency, water
| 4 | | conservation, and resilience in the built environment that | 5 | | affect our citizens, both in everyday life and in times of
| 6 | | natural disaster, gives us confidence that our structures are | 7 | | safe and sound; and
| 8 | | WHEREAS, Our confidence is achieved through the devotion of | 9 | | vigilant guardians - building safety and fire
prevention | 10 | | officials, architects, engineers, builders, tradespeople, | 11 | | laborers, and others in the construction industry, who work | 12 | | year-round to ensure the safe construction of buildings; and
| 13 | | WHEREAS, These guardians - dedicated members of the | 14 | | International Code Council - use a governmental
consensus | 15 | | process that brings together local, state, and federal | 16 | | officials, with expertise in the built environment, to
create | 17 | | and implement the highest-quality codes to protect Americans in | 18 | | the buildings where we live, learn, work,
worship, and play; | 19 | | and
| 20 | | WHEREAS, The International Codes - the most widely adopted | 21 | | building safety, energy, and fire prevention codes in
the | 22 | | nation - are used by most U.S. cities, counties and states; |

| 1 | | these modern building codes also include safeguards
to protect | 2 | | the public from natural disasters such as hurricanes, | 3 | | snowstorms, tornadoes, wildland fires, floods, and
| 4 | | earthquakes; and | 5 | | WHEREAS, Building Safety Month, sponsored by the | 6 | | International Code Council, reminds the public about the
| 7 | | critical role of our communities; largely unknown guardians of | 8 | | public safety - our local code officials - who
assure us of | 9 | | safe, efficient, and livable buildings; and
| 10 | | WHEREAS, "Building Codes: Driving Growth through | 11 | | Innovation, Resilience, and Safety", the theme for Building
| 12 | | Safety Month 2016, encourages all Americans to raise awareness | 13 | | of the importance of building safe and resilient
construction, | 14 | | fire prevention, disaster mitigation, water safety and | 15 | | conservation, energy efficiency, and new
technologies in the | 16 | | construction industry; Building Safety Month 2016 encourages | 17 | | appropriate steps everyone
can take to ensure that the places | 18 | | where we live, learn, work, worship, and play are safe and | 19 | | sustainable; it recognizes that countless lives have been saved | 20 | | due to the implementation of safety codes by local and state
| 21 | | agencies; and
| 22 | | WHEREAS, Each year, in observance of Building Safety Month, | 23 | | Americans are asked to consider projects to improve
building |

| 1 | | safety and sustainability at home and in the community, and to | 2 | | acknowledge the essential service
provided to all of us by | 3 | | local and state building departments, fire prevention bureaus, | 4 | | and federal agencies in
protecting lives and property; | 5 | | therefore, be it
| 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 7 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 8 | | declare May of 2016 as "Building Safety Month" in the State of | 9 | | Illinois and we encourage citizens to join with their | 10 | | communities in participating in Building Safety Month | 11 | | activities; and be it further
| 12 | | RESOLVED, That a suitable copy of this resolution be | 13 | | presented to the International Code Council as a symbol of our | 14 | | respect and esteem.
