1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
57-43 as follows:
 
6    (10 ILCS 5/7-43)  (from Ch. 46, par. 7-43)
7    Sec. 7-43. Every person having resided in this State 6
8months and in the precinct 30 days next preceding any primary
9therein who shall be a citizen of the United States of the age
10of 18 or more years, shall be entitled to vote at such primary.
11    The following regulations shall be applicable to
12primaries:
13    No person shall be entitled to vote at a primary:
14    (a) Unless he declares his party affiliations as required
15by this Article.
16    (b) (Blank.)
17    (c) (Blank.)
18    (c.5) If that person has participated in the town political
19party caucus, under Section 45-50 of the Township Code, of
20another political party by signing an affidavit of voters
21attending the caucus within 45 days before the first day of the
22calendar month in which the primary is held.

1    (e) In cities, villages and incorporated towns having a
2board of election commissioners only voters registered as
3provided by Article 6 of this Act shall be entitled to vote at
4such primary.
5    (f) No person shall be entitled to vote at a primary unless
6he is registered under the provisions of Articles 4, 5 or 6 of
7this Act, when his registration is required by any of said
8Articles to entitle him to vote at the election with reference
9to which the primary is held.
10    A person (i) who filed a statement of candidacy for a
11partisan office as a qualified primary voter of an established
12political party or (ii) who voted the ballot of an established
13political party at a general primary election may not file a
14statement of candidacy as a candidate of a different
15established political party or as an independent candidate for
16a partisan office to be filled at the general election
17immediately following the general primary for which the person
18filed the statement or voted the ballot. A person may file a
19statement of candidacy for a partisan office as a qualified
20primary voter of an established political party regardless of
21any prior filing of candidacy for a partisan office or voting
22the ballot of an established political party at any prior
23election.

25    Section 99. Effective date. This Act takes effect upon
26becoming law.
