SENATE JOINT RESOLUTION

 
2    WHEREAS, The Medicaid program in Illinois has an immense
3and growing impact, both in terms of taxpayer dollars and in
4the effect it has on citizens across the State; and
 
5    WHEREAS, Enrollment under the Illinois Department of
6Healthcare and Family Services' Medical Assistance Program
7(Medicaid) exceeds three million; and
 
8    WHEREAS, A sizable portion of the Medicaid population is
9enrolled, often mandatorily, in Managed Care Organizations,
10making outlays to MCOs, measured in billions of dollars, one
11of the largest resources in the State; and
 
12    WHEREAS, There has been little information disseminated to
13the General Assembly in terms of how State resources are being
14spent on MCOs and the overall healthcare outcomes for
15individuals enrolled in these MCOs; and
 
16    WHEREAS, It is paramount that the General Assembly stay
17engaged in Medicaid funding and corresponding healthcare
18outcome issues and be prepared to make legislative and
19administrative recommendations; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL

1ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
2REPRESENTATIVES CONCURRING HEREIN, that the Medicaid
3Administrative Solutions Task Force is created to study the
4following:
5        (1) Best practices for the administration of the
6    Medicaid program;
7        (2) Alternative methods for administration of the
8    Medicaid program beyond the fee-for-service and managed
9    care models; and
10        (3) Successful models used by other states for the
11    administration of the Medicaid program; and be it further
 
12    RESOLVED, That the Task Force shall consist of the
13following members:
14        (1) One member of the Senate, appointed by the
15    President of the Senate;
16        (2) One member of the House of Representatives,
17    appointed by the Speaker of the House of Representatives;
18        (3) One member of the Senate, appointed by the
19    Minority Leader of the Senate;
20        (4) One member of the House of Representatives,
21    appointed by the Minority Leader of the House of
22    Representatives;
23        (5) The Director of the Department of Healthcare and
24    Family Services, or his or her designee;
25        (6) One member representing a Managed Care

1    Organization operating in Illinois, appointed by the
2    Governor;
3        (7) One member representing an Illinois licensed
4    hospital, appointed by the Governor;
5        (8) One member representing an Illinois licensed
6    nursing home, appointed by the Governor;
7        (9) One member representing an Illinois licensed
8    ambulance provider, appointed by the Governor;
9        (10) One member representing an Illinois licensed
10    pharmacy, appointed by the Governor;
11        (11) One member representing a federally qualified
12    health center, appointed by the Governor;
13        (12) One member who is an Illinois licensed dentist,
14    appointed by the Governor; and
15        (13) One member who is an Illinois licensed physician,
16    appointed by the Governor; and be it further
 
17    RESOLVED, That the Task Force shall be co-chaired by the
18member appointed by the President of the Senate and the member
19appointed by the Speaker of the House of Representatives; Task
20Force members shall serve without compensation; and be it
21further
 
22    RESOLVED, That the Illinois Department of Healthcare and
23Family Services shall provide administrative and other support
24to the Task Force as well as all information requested by the

1Task Force; and be it further
 
2    RESOLVED, That the Task Force shall make recommendations
3to the General Assembly and the Illinois Department of
4Healthcare and Family Service before January 1, 2023, and,
5upon the filing of its final report, the Task Force is
6dissolved.
