SYNOPSIS AS INTRODUCED:
 
40 ILCS 5/1-167 new

    Amends the General Provisions Article of the Illinois Pension Code. Provides that a person who first becomes a member of a board or commission or an elected official of a unit of local government on or after the effective date of the amendatory Act and who serves in that capacity on less than a full-time basis, as determined by rule by the Public Pension Division of the Department of Insurance, is not entitled to accrue service or creditable service under the Code for service in that capacity, if the unit of local government is a county or has any portion of its boundaries within a county that levies a property tax. Effective immediately.

1    AN ACT concerning public employee benefits.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Pension Code is amended by adding
5Section 1-167 as follows:
 
6    (40 ILCS 5/1-167 new)
7    Sec. 1-167. No service credit for part-time service by
8board members or elected officials; units of local government.
9    (a) Notwithstanding any other provision of this Code, a
10person who first becomes a member of a board or commission of a
11unit of local government on or after the effective date of this
12amendatory Act of the 98th General Assembly and who serves in
13that capacity on less than a full-time basis, as determined by
14rule by the Public Pension Division of the Department of
15Insurance, is not entitled to accrue service or creditable
16service under this Code for service in that capacity, if the
17unit of local government is a county or has any portion of its
18boundaries within a county that levies a property tax.
19    (b) Notwithstanding any other provision of this Code, a
20person who first becomes an elected official of a unit of local
21government on or after the effective date of this amendatory
22Act of the 98th General Assembly and who serves in that
23capacity on less than a full-time basis, as determined by rule

6    Section 99. Effective date. This Act takes effect upon
7becoming law.
