SYNOPSIS AS INTRODUCED:
 
720 ILCS 5/48-12 new

    Amends the Criminal Code of 2012. Provides that beginning 180 days after the effective date of the amendatory Act, it is unlawful to possess, sell, offer for sale, trade, or distribute a pangolin product. Provides that unlawful possession or sale of pangolin products is a Class A misdemeanor. Defines "pangolin" and "pangolin product".

1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Criminal Code of 2012 is amended by adding
5Section 48-12 as follows:
 
6    (720 ILCS 5/48-12 new)
7    Sec. 48-12. Unlawful possession or sale of pangolin
8products.
9    (a) In this Section:
10        "Pangolin" means any of the species of Manis
11    pentadactyla, Manis javanica, Manis crassicaudata, Manis
12    culionensis, Smutsia temminckii, Phataginus tricuspis,
13    Smutsia gigantean, and Phataginus tetradactyla.
14        "Pangolin product" means any item that contains, or is
15    wholly or partially made from, a pangolin.
16    (b) Except as otherwise provided in subsection (c),
17beginning 180 days after the effective date of this amendatory
18Act of the 101st General Assembly, it is unlawful to possess,
19sell, offer for sale, trade, or distribute a pangolin product.
20    (c) This Section does not apply to organizations engaged in
21pangolin research or conservation.
22    (d) Sentence. Unlawful possession or sale of pangolin
23products is a Class A misdemeanor.
