HOUSE RESOLUTION

 
2    WHEREAS, United States President Donald Trump recently
3negotiated and signed a free trade agreement with the leaders
4of Canada and Mexico to update the North American Free Trade
5Agreement; and
 
6    WHEREAS, The United States-Mexico-Canada Agreement (USMCA)
7represents a beneficial update to the three nations' already
8strong trade relationship and will positively impact the State
9of Illinois; and
 
10    WHEREAS, Canada and Mexico are the largest trade partners
11of the State of Illinois, purchasing $31.8 billion in goods and
12services from Illinois and supporting 491,700 jobs in 2017; and
 
13    WHEREAS, One-third of the manufacturing companies in
14Illinois export products to Canada and Mexico, and 69,400
15manufacturing jobs rely on trade to those two countries; Canada
16and Mexico purchase over two-fifths of the State's global
17manufacturing exports, and the USMCA's strengthened rules of
18origins will boost the manufacturing base in Illinois; and
 
19    WHEREAS, Agricultural exports from Illinois to Canada and
20Mexico amount to $8.2 billion and support 68,500 jobs, which
21the USMCA will solidify as it will maintain Illinois farmers'

1access to the corn, soybean, and pork markets in Canada and
2Mexico and will also robustly expand their access to the
3Canadian dairy, poultry, and egg markets; and
 
4    WHEREAS, The USMCA will strengthen NAFTA's labor and
5environmental rules, protecting the planet and workers' rights
6and creating a level playing field for Illinois workers to
7compete with Mexico and Canada; and
 
8    WHEREAS, The USMCA's rules for small and medium-sized
9businesses will allow Illinois firms to tap further into the
10Canadian and Mexican markets; and
 
11    WHEREAS, The USMCA's strengthened digital trade and
12intellectual property rules will provide robust protection to
13Illinois businesses and help further economic progress and
14innovation in the State, allowing it to progress toward a
15prosperous future; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we urge the United States Congress to promptly ratify the
19United States-Mexico-Canada Agreement to enhance the economies
20of our State and our nation and to strengthen our relationships
21with Canada and Mexico; and be it further

1    RESOLVED, That suitable copies of this resolution be
2delivered to each member of the Illinois Congressional
3Delegation and to Governor JB Pritzker.
