SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Rental Housing Support Program Funding Allocation Task Force Act. Creates the Illinois Rental Housing Support Program Funding Allocation Task Force (Task Force) to implement, monitor, and maintain an equitable allocation of Rental Housing Support Program funds across the State. Provides that the Task Force shall also develop more level funding allocations based on data released by the United States Census Bureau on the 2020 decennial census. Contains provisions on the composition of the Task Force; the deadline for appointing members; Task Force vacancies; nonvoting members; and other matters. Provides that the Illinois Housing Development Authority shall provide staff and administrative services to the Task Force. Requires the Task Force to meet not less than 6 times after the effective date of the Act. Requires the Task Force to submit a report to the General Assembly no later than March 31, 2022. Provides that the report must delineate the Task Force's findings, conclusions, and recommendations. Provides that the Task Force is dissolved, and the Act is repealed, on March 31, 2023. Effective immediately.

1    AN ACT concerning housing.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Rental
5Housing Support Program Funding Allocation Task Force Act.
 
6    Section 5. Purpose. The mission of the Illinois Rental
7Housing Support Program Funding Allocation Task Force is to
8implement, monitor, and maintain an equitable allocation of
9Rental Housing Support Program funds across the State. Since
10the Program's funding is allocated based on data released by
11the United States Census Bureau, the recent 2020 decennial
12census will soon reallocate the Program's funding. Allocations
13made based upon the 2010 census resulted in a reported 40
14counties not receiving any distributions from at least 2014 to
152016, including many of the most impoverished counties in the
16State. With funding also given to local administering
17agencies, which many of these counties do not have, multiple
18counties have reported losing funds they need to other parts
19of the State. It shall be the charge of the Task Force to
20develop more level funding allocations with the new census
21data.
 
22    Section 10. Task Force.

1    (a) The Illinois Rental Housing Support Program Funding
2Allocation Task Force is hereby created. The Task Force shall
3consist of the following members:
4        (1) One member appointed by the President of the
5    Senate.
6        (2) One member appointed by the Minority Leader of the
7    Senate.
8        (3) One member appointed by the Speaker of the House
9    of Representatives.
10        (4) One member appointed by the Minority Leader of the
11    House of Representatives.
12        (5) One member appointed by the Governor.
13        (6) One member appointed by the Illinois Housing
14    Development Authority.
15        (7) One member from Cook County appointed by the
16    Illinois Association of Housing Authorities.
17        (8) One member from central Illinois appointed by the
18    Illinois Association of Housing Authorities.
19        (9) One member from western Illinois appointed by the
20    Illinois Association of Housing Authorities.
21        (10) One member from southern Illinois appointed by
22    the Illinois Association of Housing Authorities.
23        (11) One member from northern Illinois appointed by
24    the Illinois Association of Housing Authorities.
25        (12) One member from Cook County appointed by the
26    Illinois Association of County Clerks and Recorders.

1        (13) One member from central Illinois appointed by the
2    Illinois Association of County Clerks and Recorders.
3        (14) One member from western Illinois appointed by the
4    Illinois Association of County Clerks and Recorders.
5        (15) One member from southern Illinois appointed by
6    the Illinois Association of County Clerks and Recorders.
7        (16) One member from northern Illinois appointed by
8    the Illinois Association of County Clerks and Recorders.
9    (b) Once appointed, the members shall elect a chairperson
10and vice chairperson by a simple majority vote.
11    (c) Members of the Task Force must be appointed no later
12than 30 days after the effective date of this Act.
13    (d) If a vacancy occurs on the Task Force, it shall be
14filled according to the initial appointment.
15    (e) At the discretion of the chair, additional individuals
16may participate as nonvoting members in the meetings of the
17Task Force.
18    (f) Members of the Task Force shall serve without
19compensation. The Illinois Housing Development Authority shall
20provide staff and administrative services to the Task Force.
 
21    Section 15. Duties. The Task Force shall implement,
22monitor, and maintain an equitable allocation of Rental
23Housing Support Program funds across the State. The Task Force
24shall also develop more level funding allocations based on
25data released by the United States Census Bureau on the 2020

1decennial census.
2    Once all members have been appointed, the Task Force shall
3meet not less than 6 times after the effective date of this Act
4to carry out the duties prescribed in this Act. A report
5delineating the Task Force's findings, conclusions, and
6recommendations shall be submitted to the General Assembly no
7later than March 31, 2022. Thereafter, the Task Force shall
8make periodic recommendations on its own motion or at the
9urging of the General Assembly.
 
10    Section 20. Repeal. The Task Force is dissolved, and this
11Act is repealed, on March 31, 2023.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
