SYNOPSIS AS INTRODUCED:
 
30 ILCS 15/2  from Ch. 102, par. 6
70 ILCS 705/7  from Ch. 127 1/2, par. 27

    Amends the Public Funds Statement Publication Act. Provides that specified pubic officers who are required to make statements concerning the use of public funds under that Act shall also publish such statements in a newspaper of general circulation. Amends the Fire Protection District Act. Provides that all ordinances imposing any penalty or making any appropriations in a fire protection district shall be published at least once in a newspaper of general circulation in the district. Makes conforming changes.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Funds Statement Publication Act is
5amended by changing Section 2 as follows:
 
6    (30 ILCS 15/2)  (from Ch. 102, par. 6)
7    Sec. 2. Except as provided in Section 2.1, such public
8officer shall also, within 6 months after the expiration of
9such fiscal year, cause a true, complete and correct copy of
10such statement to be published one time in an English language
11newspaper of general circulation published in the town,
12district or municipality in which such public officer holds
13his office, or, if no newspaper is published in such town,
14district or municipality, then in a newspaper printed in the
15English language published in the county in which such public
16officer holds his or her office. However, such publication
17requirement shall not apply to any county funds or county
18offices or funds or offices of other units of local government
19when an audit of such funds or offices has been made by a
20certified public accountant and a report of such audit has
21been filed with the appropriate county board or county clerk
22and a notice of the availability of the audit report has been
23published one time in an English language newspaper of general

1circulation published in the town, district, or municipality
2in which that public officer holds his or her office, or, if no
3newspaper is published in such town, district, or
4municipality, then in a newspaper printed in the English
5language published in the county in which that public officer
6holds his or her office. The notice of availability shall
7include, at a minimum, the time period covered by the audit,
8the name of the firm conducting the audit, and the address and
9business hours of the location where the audit report may be
10publicly inspected.

12    Section 10. The Fire Protection District Act is amended by
13changing Section 7 as follows:
 
14    (70 ILCS 705/7)  (from Ch. 127 1/2, par. 27)
15    Sec. 7. All ordinances imposing any penalty or making any
16appropriations shall, within one month after they are passed,
17be published at least once in a newspaper published in said
18district, or if no such newspaper of general circulation is
19published therein, then either by one publication in any
20newspaper of general circulation within said district
21territory or by posting copies of the same in ten public places
22in the district; and no such ordinance shall take effect until
23ten days after it is so published or posted, and all other
24ordinances and resolutions shall take effect from and after

1their passage unless otherwise provided therein.
