HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 102nd General
5Assembly are amended by changing Rule 51.5 as follows:
 
 
6    (House Rule 51.5)
7    51.5. (Blank). Decorum during the COVID-19 Disaster.
8    (a) On any day in which the House is in session during a
9disaster proclaimed by the Governor due to the COVID-19 virus,
10all members and officers of the General Assembly, majority and
11minority staff, and other persons when entitled to the House
12floor, galleries, and adjoining hallways and passages shall:
13        (1) to the extent medically able and except as
14    reasonably necessary for eating or drinking, wear a
15    face-covering that covers the nose and mouth;
16        (2) to the extent possible, maintain social distancing
17    of at least six feet from any other person except as
18    permitted by the other person; and
19        (3) have submitted to and passed a temperature check
20    prior to entry.
21    (b) In a committee hearing at which members are physically
22present during a disaster proclaimed by the Governor due to
23the COVID-19 virus, members and officers of the General

1Assembly, staff, witnesses, and members of the public in the
2room in which the committee is held shall follow the
3requirements of subsection (a) of this Rule.
4    (c) A violation of this Rule shall be considered a breach
5of decorum and disorderly behavior. The Presiding Officer may
6by order remove any person, other than a Representative, from
7the House floor, galleries, and adjoining hallways and
8passages for violation of this Rule. Notwithstanding any other
9provision of these Rules, including Rule 30(e) and Articles XI
10and XII, a Representative in violation of this Rule may be
11disciplined and subject to reprimand, censure, removal from
12the House chamber, or other disciplinary measure, except
13expulsion and imprisonment, upon a motion approved by a
14majority of those elected. Nothing in this subsection shall be
15construed to limit discipline pursuant to Article XI or XII of
16these Rules.
17    (d) This Rule may not be suspended.
