HOUSE RESOLUTION

 
2    WHEREAS, The price of motor fuel, at the pumps where
3Americans buy it, is approaching the record-high price set in
42008; and
 
5    WHEREAS, Motor fuel is a commodity for which demand is
6inelastic, because its consumption is closely tied to promises
7made by ordinary American families; parents have promised
8their employers they will drive to work, and they have
9promised their children they will drive them to soccer
10practice; and
 
11    WHEREAS, United States home production of oil and natural
12gas is closely tied to federal policies; much of the U.S. oil
13and gas that is yet to be pumped comes from federal lands and
14waters in the Rocky Mountains, the Great Plains, the Gulf of
15Mexico, coastal California, and Alaska; and
 
16    WHEREAS, In this time of grave national uncertainty and
17economic and military threats, it is urgent that we achieve
18true energy independence in the United States of America; and
 
19    WHEREAS, To achieve true U.S. energy independence, we need
20to maximize the production of American energy, including
21energy from U.S. federal lands, as well as reducing barriers

1to the construction of infrastructure to pump, deliver, and
2refine energy; and
 
3    WHEREAS, Some voices continue to call for limiting or
4shutting down particular oil fields, energy production
5regions, and energy production technologies that are under our
6control and that we can use to achieve true energy
7independence and maintain our national security; and
 
8    WHEREAS, Whenever we listen to these voices, Americans pay
9more at the pump; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we declare U.S. oil and natural gas energy independence to be
13an urgent national priority; and be it further
 
14    RESOLVED, That we call upon the federal government and
15President Joe Biden to reverse current anti-production
16policies and to take all possible steps to maximize immediate
17U.S. oil and gas production, including from U.S. federal lands
18and waters; and be it further
 
19    RESOLVED, That copies of this resolution be delivered to
20President Joe Biden, U.S. Secretary of Energy Jennifer
21Granholm, and all members of the Illinois Congressional
