HOUSE RESOLUTION

 
2    WHEREAS, Prescription drugs are an essential part of good
3health care and a critical component of our health care
4system; and
 
5    WHEREAS, For people with Type 1 diabetes, near-constant
6self-management of glucose levels is essential to prevent
7life-threatening complications, but from 2012 to 2016, the
8average price of insulin increased from 13 cents per unit to 25
9cents per unit; and
 
10    WHEREAS, The U.S. House of Representatives recently passed
11legislation that would cap the monthly cost of insulin at $35
12for the millions of diabetic Americans who rely on the drug;
13this legislation has now been sent to the U.S. Senate; and
 
14    WHEREAS, The majority of the Illinois' Congressional
15Delegation stood behind capping insulin costs, but
16Representatives Rodney Davis, Adam Kinzinger, Mary Miller, and
17Darin LaHood shamefully put pharmaceutical companies' profits
18ahead of patient care and voted to block the measure; and
 
19    WHEREAS, More steps can be taken to reduce prescription
20drug costs and put patient health ahead of pharmaceutical
21giants' profits, including reforming the broken patent system

1that allows pharmaceutical companies to avoid competition and
2keep prices high; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we again strongly declare our commitment to ensuring access to
6affordable prescription drugs for all Illinois residents,
7regardless of income, race, or location; and be it further
 
8    RESOLVED, That we urge the U.S. Senate to follow the U.S.
9House of Representatives and pass the $35 insulin cap and
10further urge President Biden to sign this crucial legislation
11into law; and be it further
 
12    RESOLVED, That we condemn the actions of Representatives
13Rodney Davis, Adam Kinzinger, Mary Miller, and Darin LaHood in
14voting for unaffordable insulin; and be it further
 
15    RESOLVED, That we direct the Department of Healthcare and
16Family Services to study what steps can most effectively
17reduce the cost of prescription drugs in Illinois and report
18their findings to the General Assembly; and be it further
 
19    RESOLVED, That suitable copies of this resolution be
20delivered to the Governor, all Illinois constitutional
21officers, and all members of the Illinois Congressional

1Delegation in order to bring further awareness to the
2importance of access to affordable medication, including
3life-saving drugs like insulin.
